About DGF:
Established by Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union, the Democratic Governance Facility (DGF) supports state and non state partners to strengthen democratisation, protect human rights, improve access to justice and enhance accountability in Uganda. DGF’s work is built upon the principles and values enshrined in Uganda’s 1995 Constitution and reiterated in its current National Development Plan. It is guided by a belief that sustainable development is best achieved through constructive engagement by Ugandan citizens with the state at national and sub-national levels. The facility does not implement activities directly, but works with a diverse array of national, regional and district-based partners. It promotes the development of Uganda’s centres of excellence in specific areas related to democratic governance and supports the efforts of Ugandan citizens to ensure peace, prosperity and justice for all.
The overall goal of the DGF is to contribute to equitable growth, poverty eradication, rule of law and long term stability in Uganda. The DGF’s programming approach is focused on the following three interlinked and mutually reinforcing components and their associated sub-components.
Job Summary: The DGF Program Assistant for Natural Resource Governance will be responsible for the day-to-day management and implementation of the programme components as agreed by the DGF-Steering Committee while observing the DGF Board’s strategic direction. The Program Assistant for Natural Resource Governance is a ‘junior professional’ position, which presents an opportunity for on-the-job professional development for an ambitious and hard-working recent graduate. The PA will work with, and report to, the Program Officer (PO) for Natural Resource Governance to ensure effective operation of the NRG sub-component. The PA will also support the PO in providing support to both State and Non-State DGF partners implementing projects in the areas of oil governance, mining and, if requested by the Component manager, land rights. In particular, the PA will provide technical and management support for coordinating the development, implementation and oversight of the DGF strategy for Natural Resource Governance. Explicit attention will be given to the professional development of the PA, particularly to build his/her technical knowledge and understanding of governance issues in the extractive sector.
Key Duties and Responsibilities:
1. General Programme Management (40%): The Programme Assistant will assist the Program Officer with day-to-day management of the NRG sub-component within the Voice & Accountability Component, including achievement of agreed targets:
- Offer technical input to development of concepts, proposals, annual work plans and budgets of DGF partners;
- Render support in the development and oversight, where required, of funding application processes or call for proposals for potential implementing partners;
- Actively participate in developing the annual work plans and budgets of DGF; and in reporting on the indicators, milestones and targets of the sub-component as specified in the DGF Log Frame;
- Technically support the capacity development of partners by providing supporting tools, advice, contacts as required;
- Assist the Program Officer to report on the indicators, milestones and targets of the sub-component as specified in the DGF Log Frame for the DGF annual report;
- Summarize results, case stories, challenges faced and “lessons learned” in the sub-component and other information designed for communication to wider audiences;
- Ensure compliance with the “Business Procedures” of the DGF;
- Ensure cross-cutting issues are addressed adequately during planning, implementation and reporting, especially gender related issues.
- Perform any other assignments as delegated by the Component Manager or Program Officer.
2. Monitoring and Evaluation (30%): The Program Assistant will contribute to M&E of the sub-component in close collaboration with the PO and the Results and Communication Unit (RCU). This will include:
- Conduct regular field visits to partners to support and monitor activity implementation;
- Monitor project progress and achievement of milestones and targets as per the projects’ monitoring framework;
- Make sure that partners submit regular reports of satisfactory quality to DGF for review;
- Support the Program Officer in monitoring partners’ program and projects’ implementation to achieve expected results for the human rights sub-component;
- Actively participate in Mid-Term-Reviews and contribute to evaluation of projects as requested.
- Contribute to quarterly reports
3. Context Analysis input and Management of Partner Relations (20%):
The Programme Assistant will develop an in-depth understanding of the extractive sector in Uganda and of key governance issues based on international experience and best practice. He/she will be responsible for providing ongoing context analysis in the area of oil governance to the NRG team within the Voice & Accountability Component, and will provide input to management of partner relations so that programme implementation is adjusted to the changing context:
- Technically support the analysis of key developments as well as local, national and international “best practices” in the area of natural resource governance.
- Support the PO and CM to ensure good working relationships are maintained with key external stakeholders, including the management of relations to relevant partner organisations
4. Professional Development (10%): The role entails an explicit commitment, both on behalf of DGF and the PA, to build the knowledge and technical skills of the PA in the area of natural resource governance.
Qualifications, Skills and Experience:
- The ideal candidate should possess a Master’s Degree in Development Studies, Public Policy or other relevant discipline
- Additional qualifications in project and partnership management/administration are an advantage.
- A minimum of two years’ experience of working with civil society, or state institutions in the general area of governance, democratisation and public policy in Uganda;
- Extensive knowledge of the current state of developments in the Ugandan extractive sector and a good understanding of the opportunities and challenges it presents.
- A minimum of at least one year’s experience in handling projects and report writing. Other exposure and experience in the field of national / international development would be an advantage
- Basic knowledge of the key issues around Natural Resource Governance, including experiences and best practices from elsewhere.
- Extensive knowledge of the role of State and Non-State actors in the field of governance in Uganda;
- Organizational and financial management skills and experience;
- Gender mainstreaming competence;
- Skills in Capacity development and organizational development;
- Monitoring and evaluation skills
- Excellent communication and facilitation skills;
- Fluency in English and strong writing skills;
- Strong cooperation and team working skills;
- Possess the capacity to work also under pressure, with high level of self motivation;
- Proven ability to interact professionally with stake-holders at all levels of the Ugandan society;
- An appetite for professional development and a willingness to learn is essential.
