About IRC:
The International Rescue Committee (IRC) is an international non-governmental organization founded in 1933.  IRC works in 28 countries providing relief, protection, and resettlement assistance to refugees and displaced populations.  IRC was registered in Uganda in mid-1998 and implements rehabilitation activities in the sectors of Child and Youth Protection and Development, Economic Recovery and Development, Health and Women Protection and Empowerment. IRC Uganda has a head office in Kampala, field offices in Kitgum and Moroto.
Job Summary: The Programs Coordinator will be responsible for improving implementation quality across all programs, specifically in the areas of development and institutionalization of program management tools in the field and ensuring that programs are implemented within IRC’s program framework and in compliance with donor regulations.
Key Duties and Responsibilities: 
1. Work closely with the Technical Coordinators to ensure quality program design and implementation according to IRC Program Framework and best practices:
  • Ensure that the Program Framework is significantly embedded in all aspects of programs i.e. Country Sector Strategy planning, project design, communications with staff, orientation.
  • Work collaboratively with Technical Coordinators, take the lead in proposal design & development in participatory ways, ensuring that project design are data and information -driven and align with Country Sector Strategies and wider Country Program Strategic Plan
  • Work with Technical Coordinators and Field Based Program Coordinators to ensure ongoing monitoring of progress and accurate data collection are being practiced regularly by field program staff In conjunction with the CD, liaise with the IRC HQ-based Technical Units to ensure regular flow of communication between field and Headquarters, appropriate implementation of Technical Unit recommendations, and to facilitate technical oversight of programs.
  • In conjunction with the CD, develop learning initiatives and DM&E in-country, and ensure programmatic reflection and ‘lessons learned’ discussions, which are documented and shared and used for decision making for program implementation plans
2. Developing the capacity of Grants Unit and field based teams for quality grant management:
  • Offer strategic leadership to the Grants Unit’s work through the  updating of  a resource mobilization  strategy, widening and strengthening donor base, ensuring quality grants management
  • Develop capacity of field-based program teams, as needed, ensuring compliance with donor requirements, ensuring quality information management, supporting Technical Coordinator to provide training for high quality grants management, conducting final review of all external reports, and providing overall support to all aspects of the proposal development and reporting processes.
  • Steering Grant Meetings, including all BvA Meetings, discussions of periodic reports, Grant Opening, Mid-Term, and Closing Meetings, ensuring follow up on action items identified
  • Keep abreast with donor regulations and compliance information, updating the staff as necessary. Technically support the Program Managers to ensure that all IRC Uganda programs are compliant with their respective donor regulations.
  • Responsible for HR functions, including recruitment, supervision, performance evaluation and capacity development of field-based Program Managers.
3. Support to Quality Program Management / Implementation:
  • Spend up to 30% of time in the field supporting FCs/PCs and Program Managers with a focus on timely implementation of project activities and achievement of objectives, data collection/analysis, accountability, and reporting. Prepare ToR before visits and trip reports afterwards.
  • Work with Managers, TCs, CD, FCs, PCs, and Finance to further develop and train staff on useful & efficient management tools that ensure clear and transparent management, as well as consistent implementation and reporting.
  • Steering the development of Procurement Plans

  • Spending Plans
  • Responsible for budget Tracking
4.  Coordination & Representation:
  • Work closely with Technical Coordinators, field-based Program Managers and Finance develop partnership frameworks and support program staff to consolidate IRC’s local partnerships with community-based organizations, civil society organizations, local government and private business.
  • As requested by CD, represent IRC with donors and government institutions and interagency meeting, conferences, seminars or other events.
  • Consolidate field-site reports for circulation among IRC staff and external stakeholders/partners.
  • Manage the Program Managers in the development and updating of informational materials such as brochures, fact sheets, articles, posters, audio-visual materials, etc. to promote the work of IRC Uganda among various stakeholders and constituencies, in particular donors, international organizations, NGOs, and IRC headquarters.
  • Develop branding & marketing strategy for IRC Uganda (with Technical Coordinators) that includes preparation of templates for signs marking project sites, guidelines on
Qualifications, Skills and Experience: 
  • The most ideal candidate should possess a good Master’s Degree in Development Studies, International Relations, Social Sciences or a similar field.
  • At least three years’ international supervisory experience working in a humanitarian or development setting (in a conflict and/or displacement situation)
  • Three years’ program management experience in refugee settings, complex emergencies and/or post conflict situations
  • Past exposure and experience developing training materials and conducting training
  • Proven ability to develop winning proposals to public and private-sector donors
  • Past experience with capacity building of local partners
  • Good knowledge and understanding of US, European and UN donors
  • Organized approach with ability to work on several different projects under pressure
  • Possess the ability to work and be flexible under difficult circumstances in a stressful environment
  • Strong leadership, motivational and team-building skills
  • Ability to lead a team consisting of both international and national staff
  • Fluency in English
  • Able to work in an environment where there are ongoing security issues.
