implementation is focused on supporting communities in fulfilment of their
economic rights and achievement of sustainable livelihoods, conflict resolution
and peace building, natural resource management and good governance. Our

respect, integrity and transparency. CARE programming is shifting from project
(short term) to programme (long term) approach. The Country Office completed
the design of the Northern Uganda Women Empowerment Programme (NUWEP) both
multi-years (10-15 years) programmes. The programme impact population are women
and girls of reproductive age affected by conflict in Northern Uganda.
Job Summary: The Program Manager (PM) for NUWEP has the
overall responsibility for the management of the Gender Equality through Women
Empowerment (GEWEP) whilst concurrently ensuring coordination with other NUWEP
program component initiatives. GEWEP is a new 
program component initiative designed to contribute to the Theory of
Change of the NUWEP Program” whilst at the same time being a component of the
larger GEWEP program being implemented by CARE Norway over multiple countries.
NUWEP leadership includes planning, coordination and implementation of program
initiatives, and quality assurance is incorporated into program components as a
unified, coherent women empowerment program in Northern Uganda.
Key Duties and Responsibilities:
  • Responsible for staff
    supervision (Coordinate the development and implementation of the work
    plans of direct reports)
  • Overall leadership and
    management for the planning, implementation, monitoring and evaluation of
    the Uganda component of the CARE Norway GEWEP.
  • Offer overall
    leadership and organisational representation in Gulu Sub office Office
    while ensuring the programme impact and results are achieved consistent
    with contractual requirements of the existing GEWP and the Northern Uganda
    Women’s Empowerment program
  • Responsible for
    financial and procurement management – effectively and efficiently ensure
    program level oversight of the programs financial resources (budget
    management) while applying CARE’s policies and systems, as well as donor
    requirements
  • Develop effective
    linkages with private sector partners, governmental and non governmental
    institutions and projects, and with other CARE programs and projects.
Qualifications, Skills and Experience:
  • The applicant for the aforementioned
    opportunity should hold a Masters Degree or its equivalent in at least one
    of the technical fields included in the ToC of the NUWEP: Livelihoods
    (economic development, agribusiness, agriculture), social protection (GBV,
    PSS programming, women empowerment approaches), advocacy/governance
    (policy influence, WASH).
  • A minimum of seven years’ experience in a
    senior position in a large NGO with responsibility for management and coordination
  • A good understanding of women and
    socio-economic empowerment and transformation programs and extensive
    knowledge of community empowerment and, and rights issues.
  • Past experience and knowledge in
    organisational capacity building processes and methodologies and
    experience and knowledge of advocacy processes and tools including
    capacity building of others.
  • Proven skills in budgeting and financial
    administration and ability to communicate effectively and constructively
    in English in a variety of settings such as staff meetings, discussions
    with government and other partners, and training workshops.
  • Possess strong conceptual ability,
    analytical and M&E skills, report writing, participatory planning
    techniques, monitoring procurement, and Human Resource Management.
