About CEDP:
The Government of Uganda has
received credit from the World Bank towards implementation of the Competitive and
Enterprise Development Project (CEDP). The project development objective (PDO)
is to improve the competitiveness of enterprises in Uganda through supporting
reforms in priority productive and service sectors geared towards a better
investment climate with particular focus on MSMEs.

The 5 year project comprises of
four major components and will be implemented by seven agencies. However, the
overall coordination of the Project will lie with the Private Sector Foundation
Uganda (PSFU) through a Project Coordination Unit (PCU).

About MGF:
Government of Uganda recognizes
the vital role that the private sector plays in the social economic development
of the country. In a bid to address some of the constraints facing the private
enterprises, Government has included a Matching Grant Facility (MGF) component
under CEDP that will be implemented by the PSFU. The MGF component of CEDP aims
at

- Improving
enterprise capacity by facilitating beneficiaries access to grants of up
to 50% towards use of sector specific business development services (BDS)
, building skills and improving quality standards at firm level. - Increasing
the growth and competitiveness of the private sector in Uganda in order to
maximize returns on products/services through value chain analysis.
The MGF will support
interventions in high-potential and sector specific sub-sectors including;
tourism, coffee, horticulture, grains and pulses, fisheries, edible oils, and
information communication technology (business process outsourcing).

Job Summary: The Grants
Manager will ensure the timely implementation of the matching grant component
of CEDP in accordance to the laid down guidelines and ensure the highest level
of honesty, integrity and transparency in administering grant awards that are
geared towards enhancing the productivity and competitiveness of the
enterprises. The selected candidate is expected to play a key coordination role
between all stakeholders in the granting process. Within the framework of the
matching grant facility, PSFU will fulfill its mandate and stimulate private
sector growth in both the rural and urban areas. The major task under this
contract is to intensify support to the MSMEs, by providing far improved
hand-holding to private sector and business associations and encouraging them
to participate in value adding activities as envisaged and effective management
of the facility.

Key Duties and Responsibilities:
- Responsible
for the overall day -to-day activities of the matching grant facility by
coordinating the granting process in order to achieve the agreed
objective; - Ensure
the proper preparation and execution of grant documents and grant
disbursement that should comply with best practice; - Oversee
the implementation of the entire grants component under component 4 of CEDP
by providing guidance and support to the team. - Work
closely with other development programs to ensure synergy, effective use
of resources and desist from duplication of funding; - Review
the project appraisal document and other documentation on the priority
sectors; consult with the project team, sector associations and key
stakeholders to understand the specific objectives of activities under the
matching grant and how they might best be implemented to deliver the
required results; - Review
the draft grants manual of procedures, including eligibility criteria to
be used and ensure it’s validated through a workshop with key
stakeholders; - Review
the results framework and appreciate the specific monitorable indicators
and design mechanism for undertaking the Monitoring and Evaluation (M/E); - Responsible
for the proactive promotion of the program to the private sector focusing
on the key priority sectors; - Ensure
preparation and timely submission of the required reports to Project
Management and IDA; - Responsible
for approving grant applications up to the approved limit specification in
the MGF operations manual; - Compile
and prepare the Component work plan and procurement plan and monitor its
execution; - Maintain
contact with the clients and arrange meetings and visitations to
activities through organizing a well-published calendar of networking
events; - Draw
up a program of activities that will raise awareness about the relevancy
of BDS services to the small enterprises and lead to the development of
business co-operation arrangements between individual firms; - Proven
ability to undertake sector analysis; - Actively
investigate and follow up on behalf of PSFU sector specific issues that
will be used in advocacy agenda; - Perform
other related duties as required by the PSFU management.
Key Performance Indicators:
- Timely
implementation of project activities; - Annual
Work plan, Procurement plan and budgets prepared; - The
End of period/ phase Reports; and - Timely
Progress, monitoring and budget performance reports submitted including
quarterly reports, and annual reports.
Qualifications, Skills and Experience:
- The
Grants Manager will have a minimum of Honors Bachelors degree in Business
Administration, Economics, Agribusiness, Marketing and Commerce and a
Masters degree in Business or related relevant discipline from a
recognized Institution. A post graduate qualification in project
management will be an added advantage. - Must
be knowledgeable on value chain management. - Demonstrated
successful track record in grant management experience of at least six
years. - Good
knowledge and understanding and appreciation of private sector development
issues and objective of enhancing private sector development in Uganda. - Strong
management skills, including ability to provide strategic guidance,
technical oversight, mentor staff and build strong teams. - Excellent
writing and communication skills. - Excellent
computer skills. - Demonstrated
leadership, proven integrity, versatility and clean record. - Proven
integrity and confidentiality in handling public resources and in
executing duties as demonstrated by the letters from the referees - Proven
managerial experience.
