About ASF:
Avocats Sans Frontieres (ASF) is an international non-govemmental organisation, whose mission is to contribute to the development of just and equitable societies in which the law serves the most vulnerable groups and individuals. ASF has permanent missions in Burundi, Tunisia, the Democratic Republic of Congo, Uganda, and is implementing projects in Morocco, Egypt, Nepal, Kenya, Rwanda, Tanzania and Chad.
About ASF Project:
ASF launched a multi-country project that contributes to the support and protection of lawyers and human rights defenders (HRDs). The project activities consist of providing direct financial and material aid to lawyers and HRDs, setting up a protection fund, organising judicial interventions and practical training workshops on protection mechanisms for experienced regional lawyers, and implementing regional and national advocacy strategies.
All activities are organised within the framework of a regional strategy, meant to provide both an emergency response in the short-term, and structural and lasting solutions in the long-term. The countries covered by the project are Burundi, the Democratic Republic of Congo, Kenya, Rwanda and Uganda. The project is implemented in partnership with the East Africa Law Society (EALS), based in Arusha, Tanzania.
Job Summary: The Protection Fund coordinator is responsible for the management, monitoring and evaluation of the project activities related to the implementation of the Protection Fund.
Key Duties and Responsibilities: 
1. Development of the Protection Fund Strategies:
  • Guide ASF Regional Project coordinator and the Protection Fund’s board of managers in defining priorities and needs vis-a-vis the specific context of HRDs in the region, assist in policy development through research and analyze, etc;
  • Advise and assist ASF Head of Mission in Uganda in the implementation of the Protection Fund strategy and plan of action in Uganda.
2. General management and coordination of the Protection Fund
  • Actively contribute to the implementation of the activities leading to the creation of the Protection Fund;
  • Once the Protection Fund is created, engage in its day to day management;
  • Work in liaison with ASF Regional Project coordinator, manage fund allocation processes in line with the allocation guidelines and ensure the compliance by beneficiary organizations with the financial rules governing the Protection Fund;
  • Ensure proper communication and support to the beneficiary organizations throughout the allocation process and the implementation of related activities;
  • Perform all other tasks considered as necessary for the best management of the Protection Fund and the implementation of its activities.
3. Resource Mobilization and Communication:
  • Contribute to the development and implementation of a fundraising
  • Work to (a) promote the Protection Fund as a regional flexible funding mechanism across key actors, (b) disseminate full information of its activities (i.e. HRDs, NGOs, CSOs, donors, implementing partners, governments, etc.) and (c) maintain constructive relationships with key actors;
  • Carry out periodic field visits to assess the visibility and credibility of the Protection Fund and status of the activities funded through it;
  • With the support of ASF Regional Project coordinator, analyze and disseminate results and best practices of the Protection Fund both internally and externally (i.e. newsletter, web-story, web-site, etc.).
4. Monitoring, evaluation and Reporting:
  • Ensure the development and monitoring of activity plans and their proper implementation based on the outputs and indicators identified in the project document in coordination with the field teams;
  • Develop, in collaboration with ASF Regional Project coordinator, a monitoring and evaluation system to allow the timely preparation of progress reports and, if necessary, readjustments;
  • Monitor the financial aspects of the fund implementation and ensure conformity with the allocated budget;
  • Compile and submit regular reports including monthly reports to ASF Regional Project coordinator, project partners and board of directors;

Qualifications, Skills and Experience: 
  • The ideal candidate will possess an advanced degree (Master’s Degree), preferably in public administration, international studies, law or other relevant field;
  • A minimum of five to eight years of progressively responsible professional work experience in project coordination and implementation (i.e. planning, coordinating and implementing multiple activities; monitoring and evaluation; coordination with partners and other stakeholders, etc.) and budget management, preferably with an NGO or similarly-situated institution and on issues related to human rights;
  • Excellent drafting, research and analyze skills;
  • Strong networking skills and ability to engage in consultative and partnership processes;
  • Past exposure and experience of fundraising and donor relations;
  • Flexibility to travel frequently in the region of intervention;
  • Fluency in written and spoken English; fluency in French is a major advantage;
  • Proficiency in computer skills, including standard office productivity software (Word, Excel, Outlook, PowerPoint etc.);
  • The Protection Fund coordinator should have a strong commitment to human rights issues, be self-motivated and takes initiative; with an ability to work independently, multi-task and respect strict deadlines.
  • S/he will be highly professional, work well under pressure and team-player; and
  • Very good knowledge of the region.
