About RSCE:
The Regional Service Centre
Steering Committee is the decision-making body for RSCE, in compliance with
General Assembly resolutions, United Nations Secretariat rules and regulations,
strategic guidance from United Nations Headquarters and oversight bodies. The
Steering Committee consults with the Global Field Support Strategy
Implementation Coordination Team, as required.
The Regional Service Centre, as
approved by the Member States, is owned, managed and staffed by the regional
missions it serves. This framework reinforces the existing missions’ chain of
command structures and lines of authority in a manner that does not create an
additional layer between Headquarters and the regional missions. It also
ensures that staffing for RSCE will be achieved through the redeployment of
resources from the regional missions it serves.
Key Duties and Responsibilities: Under the supervision of the Receiving and Inspection Supervisor, located
within the R & I Unit in the Property Management Section, Integrated
Support Services, the incumbent will be responsible for the following:
  • Certify
    Receiving and Inspection report for all items supplied; equipment, fuel
    and lubricant purchased by United Nations for MONUSCO, as well as all
    items transferred from various United Nations missions to MONUSCO. In
    addition, conduct Board of survey for UN assets under write-off.
  • Ensure
    that items received are in accordance with specifications, terms and
    conditions specified in relevant Purchase Order (PO), Letter-of-Assistance
    (LOA) or Contract;
  • Actively
    participate in Receiving and Inspection procedures in Entebbe for delivery
    of ration and other assets as required;
  • Inspect
    and Receive bulk Fuel and Lubricant and prepare the necessary report for
    speedy processing and delivery.
  • Process
    R&I Reports on both UN System: Umoja and Galileo;
  • Send
    R&I and/or discrepancy reports to Procurement, Self-Accounting Unit
    (SAU), Property
  • Control
    Unit (PCIU) as well as UN Headquarter.
  • Responsible
    for all Data entry of non-expendable assets and attractive items into
    Galileo, as well as monitoring the accuracy and comprehensive of all items
    reflected in Galileo.
  • Bar-code
    assets in collaboration with Self Accounting Unit, PCIU and Procurement
    Section in line with new deliveries, storage, technical inspection and
    physical checks.
  • Carry
    out Board of Survey in conjunction with the SAUs, PCIU and Property
    Disposal Unit (PDU) and subsequently prepare the report and update the
    Galileo accordingly;
  • Availability
    to report to work at short notice even during holidays and when required.
  • Perform
    other related task/duties, as required by R & I supervisor or Chief of
    Unit.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the aforementioned United Nations job must have
    completed a high school diploma or equivalent.
  • A
    minimum of four or more years’ experience in administrative services,
    logistics, inventory, receipt and inspection or related field. 
  • Good
    computer skills, including word and excel is required.
  • Past
    experience in Galileo, Mercury/Umoja, and Business Object Applications is
    desirable.
  • Past
    exposure and experience in Board of Survey technique and application is
    desirable.
Language: English and French are the working languages
of the United Nations. For the post advertised, fluency in oral and written English
is required. Fluency in oral and written French is an added advantage.
