About USAID RHITES-EC Project:

With the RHITES-N
Acholi Project (Regional Health Integration to Enhance Services in Northern
Uganda – Acholi), USAID will continue its support of the Government of Uganda’s
(GOU) efforts to improve access to and use of health services in the country’s
post-conflict northern region. RHITES-N Acholi Project activities will build on
USAID investments and national advances to increase access to and use of
high-quality integrated services that accelerate the ability and capacity to
respond to the specific health needs of residents in the Acholi sub-region,
leveraging the URC-ASSIST project successes.

 

Job Summary:  The Director HIV and Infectious Diseases will
support the Chief of Party (COP) in the design, implementation and monitoring
of the project performance in the areas of HIV and Communicable Diseases
prevention and control. He/she will provide technical direction on
implementation of strategies and activities that lead to increasing the access
and utilization of quality health services in HIV Prevention and Treatment, and
control of TB and Malaria services in the region. He/she will also develop a
culture of safety in preventing and mitigating the effects of workplace
acquired infectious disease or harm from biological agents for project staff in
the Acholi Sub-region.

 

Key Duties and Responsibilities:  

Technical
Supervisory roles

·        
Supervise
all activities for improving access and quality health services in HIV
Prevention and Treatment and, Communicable Diseases control services in all 8
districts in Acholi sub-region in consultation with Technical Advisors.

·        
Support
development, timely submission and tracking of annual, quarterly, monthly work
plans and budgets for technical assistance for HIV Prevention and Treatment, TB
and Malaria services.

·        
Lead and
supervise COVID-19 programs to ensure staff safety, timely updates, reporting
and partner support.

·        
Lead a
team of Advisors to improve access to quality health services in HIV Prevention
and Treatment, and Communicable Diseases control services in Acholi region.

·        
Supervise
all activities for adult and pediatric TB and Malaria services in all 8
districts in Acholi region and its

·        
integration.

·        
Carry
out regular activities to assess and build competency of DHTs and District
Technical Coordinators supporting in the selected districts/ health facilities.

Technical Support
& Coordination

·        
Have
overall responsibility for achieving project targets in HIV Prevention and
Treatment and communicable diseases (HTS, PMTCT, SMC, HIV/TB, Malaria, HIV care
and treatment) and integration of services. Provide technical support to health
facilities and districts in Acholi region to implement and meet set targets.

·        
Provide
overall technical support and oversight for the implementation of integrated
HIV Prevention and Treatment, adult and pediatric TB and Malaria services at
facility and community levels in Acholi region to meet set targets.

·        
Supervise
a group of advisors to improve access to quality HIV Prevention and Treatment,
TB and Malaria services using a demand driven approach.

·        
Build
the capacity of district teams and partners staff to continuously support
health facilities to improve HIV Prevention and Treatment, TB and Malaria
services.

·        
Ensure
improved access to and quality of HIV Prevention and Treatment, TB and Malaria
services for priority population, key population and other vulnerable groups.
Ensure universally agreed 90-90-90 targets are achieved at district and
regional levels.

·        
Lead
coordination at the regional and national level in the area of HIV Prevention
and Treatment, TB and malaria for the project in consultation with the
supervisor.

·        
Ensure
timely submission of quality and accurate reports quarterly, biweekly and at
all other requested times.

·        
Review
and improve technical strategies employed by the technical teams and District
Technical Coordinators supporting HIV Prevention and Treatment, TB and malaria
services to ensure the RHITES N Acholi project work plan is adhered to and
implemented with measurable success.

·        
In
collaboration with the monitoring and evaluation team ensure that data
collected is accurate, valid and captures process and outcome indicators.

·        
In
collaboration with knowledge management staff, lead the process of documenting
best practices in form of case studies, success stories, abstracts, video clips
in addition to the routine biweekly updates, quarterly and annual reports for
the work done.

·        
Develop,
support and maintain a pool of district and regional coaches who will support
the health facility improvement teams to improve the quality of care and
services provided in the above-named technical areas.

·        
Integrating
appropriate gender strategies and ensure appropriate youth engagement.

·        
Support
the Local Partner transition process through identification and capacity
building of identified local partners.

Infectious Diseases

·        
Develop
a mechanism aimed at protecting employees and their families from acquiring
work related infectious disease or harm from biological agents

·        
In
collaboration with the HR department, institute measures to prevent
contamination of the work environment by infectious agent or harm from
biological agents through designing and implementing workplace safety
procedures.

·        
Develop
a culture of safety by continually providing workplace safety guidance,
stimulating staff responsibility and supporting learning in the prevention of
work-related infectious disease or harm from biological agents.

·        
Provide
institutional oversight to health security interventions in improving work
environment safety.

·        
As the
focal person for COVID-19 response, provide regular updates to the staff and
ensuring effective infection control practices at the activity offices and
partner sites.

 

Qualifications, Skills and Experience:

·        
The
applicant must hold a Degree in Medicine and preferably master’s in public
health, with at least 10 years’ experience in technically leading/Advising
large scale HIV Prevention and Treatment programs in Uganda and supporting
integration of family health services.

·        
At least
10 years of working with districts and health facilities to improve HIV
Prevention and Treatment services in Uganda.

·        
At least
5 years’ experience in supervising staff and working at a senior level.

·        
Demonstrated
ability of improving quality of health services at large scale.

·        
A good
working knowledge of the most up to date guidelines for HIV Prevention and
Treatment services.

·        
Ability
and willingness to travel within the supported districts for 50% of the time.

·        
Experience
of working with diverse groups of stakeholders such as government, NGOs, and
private-sector partners.

·        
Experience
of working in northern Uganda is an advantage.

·        
Ability
to organize, analyze, interpret and program performance data.

·        
Experience
of working with USAID funded projects is an advantage.
