About USAID Intra Health SHRH Project:
The purpose of the
Strengthening Human Resources for Health (SHRH) project is to strengthen the
capacities of central ministries, districts, health professional councils, PNFP
and health training institutions to effectively and efficiently plan, manage
and utilize the health workforce; and strengthen systems for sustained health
worker performance to improve health outcomes for the people of Uganda.
Job Summary: The USAID
SRH Pr0ject Monitoring and Evaluation Officer supports the M&E Manager in
the implementation of the project monitoring and evaluation activities to
provide information for tracking progress towards project targets and outputs.
S/ he will also support  the M&E
manager in conducting evaluations and special assessments to measure project
results and impact and identifying lessons for documentation.
Key Duties and Responsibilities: 
  • Supporting
    the M&E manager in developing, updating and implementing annual
    M&E work plans and the project Learning Plan
  • Supporting
    the M&E manager in developing data collection tools and training staff
    and partners in their use
  • Supporting
    the M&E manager in monitoring progress towards project targets and
    outputs.
  • Supporting
    M&E manager in preparation of project reports.
  • Entering
    data into project M&E databases and ensure the databases are updated.
  • Carrying
    out routine data quality audits in field sites for quality assurance
    purposes.
  • Actively
    participating in evaluations to measure project results and document
    lessons learned
  • Supporting
    project teams and partners to understand project M&E requirements and
    procedures including indicators, definitions and targets
  • Contributing
    to activities and work teams as assigned.
  • Maintaining
    an update filing system for all project M&E reports and documents 
Key Performance Indicators:
  • Responsible
    for drawing the Project M&E plan and ensuring its operationalization.
  • Responsible
    for the annual monitoring and evaluation work plans and related budgets
    developed.
  • Ensure
    project activities and progress towards targets and outputs monitored.
  • Carry
    out key studies and evaluations to assess project results, lessons and
    sustainability.    
  • Responsible
    for Data quality monitored and maintained.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the USAID Intra Heath International Project should
    hold a Post graduate degree in Public Health, Social Sciences, Development
    or a relevant discipline, and applied skills and experience in designing
    and implementing monitoring and evaluation activities and formative or
    operations research for HRH or related tasks.
  • At
    least three years’ experience in Monitoring and Evaluation in a complex
    and changing environment.
  • Two
    or more years relevant experience working in an NGO environment with a
    focus on development, preferably in the field of health.
  • Detailed
    working knowledge of and experience in using evaluation and research
    methods
  • Previous
    experience working on USAID funded project would be preferred
  • Excellent
    analytical skills and experiences to identify and evaluate best practices
    and state-of-the-art approaches.
  • Strong
    writing and organization skills for reporting on program and study
    results.
  • Self-starter
    with competence to assess priorities; manage a variety of complex
    activities in a time-sensitive/emergency environment, and meet competing
    deadlines.
  • Deeper
    knowledge and understanding of international public health program
    development. Demonstrated competence to assess priorities and manage a
    variety of activities in a time-sensitive environment and meet deadlines
    with attention to detail and quality.
  • Possess
    the ability to work as an effective team member in a complex and fast
    paced environment.
  • Prior
    experience conducting data analysis using statistical and/or qualitative
    software packages (i.e. SPSS, SAS, STATA, Nvivo, Atlas.ti) highly
    desirable.

appropriate to the audience; and receive, and accurately interpret ideas,
information, and needs through the application of appropriate communication
behaviors.
