About USAID SPRING Project:
Strengthening Partnerships,
Results, and Innovations in Nutrition (SPRING) is a five-year cooperative
agreement funded by the United States Agency for International Development
(USAID) to provide state-of-the-art technical support and facilitate
country-led, regional, and global programs to improve the nutritional status of
women and children. The SPRING implementation team consists of JSI Research
& Training Institute, Inc., Helen Keller International (HKI), the
International Food Policy Research Institute (IFPRI), Save the Children (SC),
and The Manoff Group (TMG).
Results, and Innovations in Nutrition (SPRING) is a five-year cooperative

Job Summary: The Country
Manager is the SPRING project’s highest level representative in Uganda. The
incumbent will be responsible for defining the strategic direction for
SPRING/Uganda, and will oversee implementation of the SPRING/Uganda program.
He/she will supervise a team of locally hired staff, coordinate and oversee
technical support from SPRING/Washington, and serve as SPRING’s primary point
of contact for USAID Uganda. USAID/Uganda has requested support to implement
district-level nutrition programming in the Southwest and East Central regions.
The incumbent will lead this work on behalf of SPRING.

Key Duties and Responsibilities:
- Responsible
for developing and overseeing all aspects of the SPRING/Uganda portfolio. - Defining
strategic direction for SPRING/Uganda. Identify opportunities for project
growth and development. - Steering
the development of work plans and budgets. Secure approval and commitment
from SPRING/Washington and USAID/Uganda. - Manage
the implementation of project activities, and ensure performance against
targets. Take corrective action where necessary. - Oversee
project budgets, and identify and supervise a team of high performing
national operations and program staff. - Ensure
the technical integrity of the project. Identify technical assistance (TA)
needs, and work with SPRING Washington to identify appropriate TA
providers. - Oversee
project monitoring and evaluation. Ensure use of data for decision making,
and ensure timely quality reporting to SPRING/Washington, USAID/Uganda and
USAID/Washington. - Ensure
compliance with SPRING and USAID rules and regulations. - Build
and grow relationships with USAID/Uganda, SPRING partners,
SPRING/Washington and other key stakeholders at country level. - Engage
with key Government Agencies and other stakeholders in particular to
support the implementation of SPRING/Uganda. - Represent
SPRING in national and regional forums. Document program successes, and
serve as an advocate for SPRING/Uganda. - Develop
and maintain a detailed understanding of the health and nutrition issues
in Uganda including national policy development, key players in
government, INGOs, UN and national/regional and local civil society
organizations. - Represent
SPRING global program interests at country level, and contribute to SPRING
global success at global level. - Travel
domestically to project sites (approximately 25%), and internationally as
needed.
Qualifications, Skills and Experience:
- The
applicant for the aforementioned USAID SPRING Project vacancy should
possess as a Master’s degree in nutrition, public health, social sciences,
international development, or a related field. - A minimum
of fifteen or more years of experience leading, managing and implementing
large international development projects in nutrition, health policy,
health systems strengthening, behavior change communication, community
development, food security, or a related field. - Demonstrated
success across the whole range of project management: strategic program
planning; work planning and budgeting; financial, administrative,
contractual management and oversight; relationship management with
multiple clients; oversight of program monitoring and evaluation; and
documentation of results for USAID-funded programs. - Superior
leadership, management and communication skills, including demonstrated
experience interacting with U.S.
Government agencies, host country governments and other relevant
stakeholders. - Excellent
English language skills, both written and spoken with strong presentation
skills. Possess the ability to prepare and disseminate project findings,
success stories and other documents effectively. - Excellent
interpersonal and organizational skills. - Several
years of professional experience working in Uganda preferred. - Proven
ability to supervise and mentor staff from different cultures. - Working
knowledge of Microsoft software packages: Word, Excel, PowerPoint,
Outlook.
