Total Market Approach in Uganda project. The purpose of the project is to
enhance equitable and sustained access to family planning by designing and
implementing total market initiatives. The project will work with national and
regional level partners to strengthen public-sector capacity to develop
operational plans for the delivery of contraceptives to targeted market
segments and lead public-private planning for the total market approach.

outreach sessions, if an outreach is conducted by a health facility. The study
will use electronic temperature monitoring devices to identify vaccines that
may have been damaged. The project will ship vaccine samples back to the
vaccine manufacturers to assess vaccine potency in the lab. The information
learned from this study will improve understanding of whether or not these
temperature exposures are actually damaging the effectiveness of vaccines and
can help inform solutions.
International Program Officer will be responsible for providing oversight and
technical support to all project-related activities in Uganda.
- Actively
engage, mobilize, network and serve as the primary country contact with diverse
government partners, NGO and private sector stakeholders. - Significantly
contribute to the strategic design of stakeholder meetings. - Coordinate
and facilitate stakeholder meetings. - Actively
facilitate administrative needs of the project as relevant. - Stay
up to date and advise on the policy environment relevant to the
reproductive health market in Uganda. - Significantly
contribute to development of terms of reference and oversee country-based
research and other technical assistance activities, including the
identification and management of technical consultants. - Develop
project work plans and monitor implementation of activities. - Work
closely but also regularly and proactively with the Seattle-based project
team and staff conducting similar activities in other countries where PATH
is active in TMA work. - Contribute
to project documentation and dissemination of project reports to government and other stakeholders. - Work
with PATH Uganda team to secure project approvals and effectuate contractual
agreements. - Collaborate
closely with the MoH and EPI including identification of appropriate study
sites, study logistics, and data sharing. - Obtain
necessary permissions to conduct the proposed research in Uganda. - Train
study teams on protocol design and study procedures. - Support
in the development of a training curriculum and train study participants. - Monitor
temperatures of study vaccines using temperature recording devices (e.g.,
LogTags) as the vaccines move from the national cold room to the periphery
of the vaccine distribution chain. - Screen
vaccines for heat and freeze exposure (using vaccine vial monitor status,
temperature recording data, and “shake test” status) to select vaccines
for further testing. - Store
vaccine samples in appropriate cold chain conditions and ship vaccine
samples suspected to have temperature damage to the vaccine supplier(s)
for potency analyses. - Offer
timely feedback to the national immunization program regarding vaccine
temperature exposures, vaccine test results, and advice regarding methods
to mitigate any risks identified, if appropriate. - Carry
out follow-on study to monitor cold chain temperatures to see if issues
have been resolved.
- The
ideal candidate should hold a Master’s degree in Public Health, Supply
Chain Management, Business Marketing, BSC Nursing holders and Clinical
Officers with Master’s degree are encouraged to apply - At
least five years’ experience working with immunization programs in
low-resource settings at central and peripheral levels and understanding
of vaccine distribution and cold chain storage. - Past
exposure and experience with both public and private sectors preferred. - Detailed
knowledge of the public health context, including MoH structure, policies,
and procedures, particularly family planning and immunization. - Possess
excellent research skills in both qualitative and quantitative research
methods. - Excellent
interpersonal skills and ability to work effectively with a variety of
stakeholders. - Highly
developed analytical skills and experience in health markets research
implementation. - Excellent
attention to detail. - Ability
to coordinate and effectively facilitate meetings. - Ability
to work independently and maintain a high level of accountability. - Excellent
written and oral communication skills. - Willingness
and ability to travel within Uganda.
