About Restless:
Restless Development is taking
up the position of global banner carrier for youth-led development;
demonstrating at the grassroots and policy levels that young people can and
must play a lead role in development. Over the past five years Restless
Development has more than tripled the size of its budgets and programmes, and
has been repeatedly cited as a model of best practice in youth-led development
by the World Bank, DFID, UNICEF and others.
Job Summary: The
Programme Coordinator will principally coordinate a programme for Karamoja
youth which focuses on sustainable livelihood and youth employment. This
programme will engage out of school youth in different income generating
activities. The Programme Coordinator will work with the support of two
Programme Officers and 56 Volunteer Peer Educators in delivering this exciting
programme.
Key Duties and Responsibilities: 
1. Programme design,
Preparation , implementation, and monitoring 30%:
Through management of the Programme Officers
and 56 Volunteer Peer Educators:
  • Identify
    communities and youth groups to benefit from the project
  • Steer
    the recruitment, training, placement, management and support of volunteer
    peer educators
  • Take
    lead in identifying livelihood service providers who will be trained to
    engage young people more effectively
  • Ensure
    active participation of young people in local decision making processes
    relating to youth livelihood
  • Create
    synergy with government programmes addressing youth livelihoods
  • Take
    responsibility for the effective preparation, implementation, management
    and monitoring of the sustainable livelihood programme.
  • Ensure
    all reporting requirements are met and submitted on time to the Programme
    Manager
  • Take
    a lead role in the recruitment, training and support of advocate4action.
  • Ensure
    that all volunteers and staff follow all reporting procedures
  • Take
    responsibility of volunteer and field staff safety and welfare
2. Networking, Partnership
Development, and Donor Management: 20%
  • Responsible
    for identifying and managing partnerships with leading NGOs and district
    governments
  • Raise
    Restless Development’s profile with government and NGO partners
  • Actively
    support activities that facilitate the participation of young people,
    community adults and employers in Local Government processes related to
    youth livelihood
  • Prepare
    and send quarterly reports to the local government and other programme
    partners
  • Manage
    partnerships that support the programme and support your team to develop
    strategic partnerships at local levels
  • Represent
    Restless Development Uganda at meetings with government and NGO partners
    as required
  • Organize
    monthly meetings with District officials and support the Programme Officer
    in sub-county relationship management.
  • Actively
    participate in the preparation of the donor annual reports
  • Coordinate
    the support required from UGAPRIV in developing the Vocational Skills
    training for young people
3. People Management and
Development 15%
  • Actively
    facilitate effective implementation of personnel policies and procedures
    to and by all staff in your Unit.
  • Ensure
    that all staff have clear performance objectives and development plans
  • Continually
    support and supervise the outputs of programme unit staff through line
    management and performance reviews
  • Support
    the team in solving genuine challenges and communicate to Programme
    Manager as necessary
  • Mentor
    and supervise the performance of the Programme and M&E officers.
  • Build
    capacity of staff as required
4. Financial Planning &
Management 20%:
Working closely
with the Programme Manager and the Finance Unit at Head Office
  • Steer
    the development, management and regularly review of the programme budget
  • Support
    development of donor expenditures reports
  • Support
    development of annual programme budgets and quarterly reforecasts
  • Ensure
    financial policy and procedure is adhered to by the team
  • Ensure
    that value for money is obtained
5. Office Management 10%: Working closely with the Programme Manager
  • Take
    lead in communications with Moroto Field Office, coordinating support for
    the project
  • Ensure
    safety and security policy is adhered to, acting as focal point for risk
    management in the Kotido
  • Provide
    Weekly security updates to the Programme Manager
  • Ensure
    office and assets are safe and secure at all times
6. Other 5%: Perform any other duties as required.
Occasionally working on weekends and holidays for which time off in lieu can be
taken
Qualifications, Skills and Experience: 
  • The
    candidate must hold a Master’s degree in relevant field of study
  • A
    minimum of three years’ experience in relevant field (Education,
    Livelihood and working with young people)
  • At
    least three years’ experience in managing training and programme design
  • Proven
    ability to lead both high-level strategic and hands-on operational work
  • Fluency
    in written and spoken English essential,
  • Excellent
    IT skills (Microsoft Office, Excel)
  • Good
    knowledge and understanding of contemporary development issues
    particularly those related to young people in the field of youth
    livelihood and employment and young people leading development
  • Past
    exposure and experience working in Karamoja region
  • Excellent
    organisational skills and methodological approach to programme management
  • Excellent
    interpersonal and communication skill
  • Possess
    the ability to analyse problems and make sound operational decisions
  • Past
    experience in youth employment and livelihood within an NGO setting is an
    added advantage
  • The
    individual must be results orientated, highly self-motivated and have
    demonstrated analytical skills. The successful candidate will thrive in a
