Job Summary: The CRS
Program Manager Expanding Financial Inclusion in Africa will be responsible for
overseeing the administrative, technical and financial management of the
project activities in Uganda to ensure it meets and/or exceeds its stated
objectives and targets. The manager will work in liaison with the Senior
Project Officer and EFI partners to develop the partner sub-grant contracts and
annual work plans. The Manager will steer the preparation of annual narrative
and financial reports for the project.

Key Duties and Responsibilities:
1. Management and
Administration:
Administration:
- Oversee
the Uganda EFI budget and the project resources to ensure the achievement
of objectives within the budget. - Ensure
accurate and timely financial reporting; review actual financial
performance against the budget and explain any variances. - Ensure
staff compliance with CRS administrative and operational procedures and
policies as well as applicable donor regulations. - Prepare
program expenditures, budget adjustments and cost modification requests
from the EFI project regional management. - Offer
direction and leadership to effectively develop, promote, and integrate
and expand CRS’ SILC/PSP Program in the country. - Mentor
and supervise the EFI Senior SILC Project officer and accountant. - Manage
the implementation of SILC/PSP in the CP and provide timely and detailed
positive feedback to improve implementation. - Build
the capacity of fellow CRS CP staff to scale up SILC/PSP programming
within their program sectors and projects. - Responsible
for capacity building of local partners to integrate SILC/PSP into their
development activities - Raise
awareness about, promote and market the SILC model with new partners in
the field and the MF industry in the country. - Technically
support and design training modules and implementation models for CRS
staff, partners, supervisors and field agents and build local capacity
networks to deliver high quality trainings and technical assistance. - Offer
technical guidance and manage the development, monitoring analysis and
evaluation of the savings-led microfinance portfolio. - Provide
input into recruitment and orientation to new staff as may be required.
2. Program Quality:
- Develop
annual strategic and operational plans for the project and the CP team. - Manage
the development of the partner sub-grant contracts and annual CP work
plans to ensure that all stated objectives will be achieved. - Provide
technical leadership for the project - Manage
the training of CP EFI staff and partner staff to ensure that the quality
of PSP and SILC training ensures a quality outcome, as measured by both
target achievement and industry comparable group outcomes. - Manage
the implementation of the M&E plan and preparation of consultant
contracts to ensure that stated learning objectives are met and that
lessons regarding the PSP delivery model and poverty outreach are captured
and disseminated for future programs. - Take
lead in periodic technical reviews and manage any required changes in
program direction and focus. Conduct regular evaluations and design
appropriate tools to do so. Participate in overall program reviews and
evaluations. - Work
in liaison with the CP team and regional technical staff, provide guidance
and technical oversight t implementing partners to ensure that lessons of
sound practice are documented and disseminated. - Use
and study information captured through the SILC MIS. Guide and support CRS
staff and partners in their efforts to collect and analyze data on a
monthly basis. Report back to the CP & Regional ream on progress made
and trends on a quarterly basis. - Adhere
to Catholic Social Teaching principles in all programs and work with
stakeholders. - Actively
participate in Program Departmental meetings, planning, project tracking
and internal systems requirements.
Qualifications, Skills and Experience:
- The
applicant for the Program Manager vacancy should hold a Master’s degree in
economics, business administration, social sciences, development or
related field, or equivalent work experience; - At
least five years’ work experience in international development,
microfinance, 3 of which based in a developing country; - Three
or more years work experience with savings group implementation – with a
preference for community-agent and/or fee-for-service approaches; - Professional
proficiency in English. - Hands
on experience in curriculum design and training of adults; - Prior
experience using VSL Associates Savings Group MIS (Excel-based or online
database); - Past
exposure and experience with financial product development and/or mobile
money products desired; - Excellent
oral and written communication skills; - Possess
excellent organizational skills and an ability to prioritize tasks in a
timely manner; - Proven
ability to work successfully in diverse geographic and cultural settings; - Excellent
teamwork abilities and interpersonal skills; - Understanding
and appreciation of CRS’ commitment to work with and build partner
capacity; - Appreciation
for (or willingness to learn about) the Catholic Social Teaching concepts;
and - Willingness
to travel up to 40% of the work time. - All
