Job Summary: The
Catholic Relief Services (CRS) Senior Project Officer Expanding Financial
Inclusion in Africa (EFI) will oversee project implementation, project
planning/designing, monitoring, in compliance with donor requirements and
expectations as well as supervise project staff to support the project or
partner staff.
Key Duties and Responsibilities: 
1. Project Oversight:
  • Design
    and implement effective work plans that allow for timely and ongoing
    progress review of all key outputs and financials; monitor and report on
    partner performance in meeting obligations of partner agreement including
    targets and reporting deadlines
  • Manages
    and mentors the MIS/M&E Officer and Trainer/R&D Officer
  • Provide
    input into recruitment and orientation to new staff as may be required.
  • Works
    in liaison with relevant CRS and partner staff to ensure that the project
    implementation is in accordance with CRS programming principles and CRS
    core values.
  • Monitor
    partner and project activities and progress against targets on a regular
    basis.
  • Send
    timely monitoring reports with recommendations for follow-up action;
    report and suggest solutions for any concerns about partners or project
    related issues
  • Work
    in liaison with M&E staff and partners to ensure strong systems are in
    place for the development of surveys and project evaluations.
  • Carry
    out frequent field level monitoring and providing feedback and support to
    partners on program implementation
  • Actively
    monitor and manage expenses for the project, ensuring adherence to budgets
    and compliance with donor requirements
  • Verify
    that progress reports and financial reports are received from partners
    prior to report submission deadline.
  • Intuitively
    review and assess information provided by the partner in the narrative and
    financial reports. Take follow- up action as required.
  • Ensure
    the proper maintenance of all files, records and documents relating to CRS
    activities of the project
  • The
    incumbent will use and study information captured through the EFI and SILC
    MIS. Guide and support CRS staff and partners in their efforts to collect
    and analyse data on a monthly basis.
2. Partner Support:
  • Carry
    out initial partner assessments to determine areas in need of capacity
    support
  • Steer
    the preparation and implementation of training and follow-up programme to
    all partner staff to strengthen their financial and management
    capabilities so as to fulfil their grant obligations
  • Where
    possible, identify possible links with donors and other organizations to
    help partner in achieving sustainability in their programs
  • Ensure
    that all partners are trained in and knowledgeable of all donor
    requirements and deadlines
  • Support
    partners in financial advance and liquidation process, including
    processing requests for disbursement of project funds; reviewing and
    approving financial and narrative reports; and ensuring that partner
    manages and tracks expenses against approved budget.
  • Proactively
    seek out advice, support and any other technical assistance required by
    the partner to ensure timely, compliant and effective implementation of
    the project
  • Responsible
    for building the capacity of fellow CRS CP staff to scale up EFI and SILC
    programming within their program sectors and projects.
  • Build
    the capacity of local partners to integrate EFI and SILC into their development
    activities.
  • Technically
    support the design of training modules and implementation models for CRS
    staff, partners, supervisors and field agents and build local capacity
    networks to deliver high quality trainings and technical assistance.
3. Learning Agenda:
  • Document
    and disseminate lessons learned and best practices.
  • Participate
    with regional team in development of promotion and marketing materials.
  • Contribute
    lessons learned and innovations from the field in CRS EFI Field Manual in
    dose cooperation with the regional team.
  • Incorporate
    lessons learned and innovations from partners to improve data gathering
    and MIS spreadsheets.
  • Keep
    abreast of new developments in savings-led MF and participate actively in
    listserv discussions with EFI colleagues from other country programs and
    NGOs.
  • Participate
    in program management meetings with unit heads to one program vision,
    analyze integration of EFI and SILC in diversity of projects, monitoring
    and evaluation tools.
  • Perform
    any other duties as assigned by CRS senior management
Qualifications, Skills and Experience: 
  • The
    applicant for the aforementioned CRS job vacancy should hold a Master
    Degree; or compensatory experience and course work
  • At
    least five years working in community development, preferably for a non-governmental
    organization or a reputable international organization
  • Specialized
    knowledge of and experience with savings- led microfinance delivery
    methodologies (internal savings and lending models (Ex. VS&L, ISL,
    WORTH, Savings for Change) preferred
  • Prior
    experience in some aspect of project cycle management
  • Excellent
    verbal and written communication skills.
  • Past
    experience in budget management
  • Significant
    experience with monitoring and evaluation tools
  • Past
    exposure and experience with institutional strengthening and partnership
    building.
  • Possess
    the ability to work effectively independently or in a team environment
  • Possess
    excellent analytical and problem solving skills;
  • Excellent
    inter-personal skills; demonstrating diplomacy and tad
  • Ability
    to provide direction and vision
  • Highly
    pro-active and self-disciplined
  • Willingness
    to travel up to 40% of the work time
