Job Summary: The
National Professional Officer/Child & Adolescent Health will work closely
with the WHO Representative to Uganda and in close consultation with the Child
& Adolescent Health (CAH), Making Pregnancy Safer and Reproductive Health (MRH) technical units at AFRO
and the Medical Officer/Child Health division at Headquarters, regularly
undertakes situation analysis in, neonatal, Child and Adolescent Health and
provides technical assistance to national health authorities and health
partners in all aspects of national neonatal, child and adolescent health
National Professional Officer/Child & Adolescent Health will work closely
with the WHO Representative to Uganda and in close consultation with the Child
& Adolescent Health (CAH), Making Pregnancy Safer and Reproductive Health (MRH) technical units at AFRO
and the Medical Officer/Child Health division at Headquarters, regularly
undertakes situation analysis in, neonatal, Child and Adolescent Health and
provides technical assistance to national health authorities and health
partners in all aspects of national neonatal, child and adolescent health
Key Duties and Responsibilities:
- Offers
technical support to the Ministry of Health and its technical departments
as well as their health partners in the review, development and
implementation of comprehensive neonatal, child and adolescent health policies and strategies; - Actively
supports development/formulation of policies, strategies and recommendations
in the area of neonatal, child and adolescent health to strengthen
national plans and priorities; - Facilitates
the integration of neonatal, child and adolescent health programmes and
approaches including Newborn Care, Integrated Management of Childhood Illness
(IMCI) strategy, integrated community case management (iCCM) of childhood
illnesses, Infant and Young Child Feeding, and Youth Friendly Health
Service into comprehensive health plans; - Technically
supports strengthening of. the technical and managerial capabilities of
national Staff in the area of CAH and keeps them updated with new or
upcoming developments; - Supports
the adaptation of WHO tools/guidelines for the implementation of Newborn
Care, Integrated Management of Childhood Illness strategy, integrated
community case management (iCCM) of childhood illnesses, Infant and Young
Child Feeding, and Youth Friendly Health Service programmes; - Supports
operations research to improve effectiveness of neonatal, child and
adolescent health programmes; - Plan,
guide and recommend quality improvement process for neonatal, child and
adolescent health services based on evidence-based situation analysis; - Actively
supports the adaptation of WHO tools/guidelines for the implementation of
Nutrition programs; - Coordinates
formulates of integrated work-plans for WHO collaborative programmes on
neonatal, child and adolescent health and explore possibilities of
mobilization of additional resources for supporting implementation; - Offer
technical guidance and assistance in monitoring and evaluating programme
effectiveness, including the review and synthesis of information;
assessments of quality, coverage and costs of interventions and the use of
such data for decision making; and programme planning and improvement; - Works
with the WHO Uganda country communications team to maintain and update the
Uganda website information in the area of work; and - Performs
any other relevant duties, assigned by the Supervisor or the WHO
Representative.
Qualifications, Skills and Experience:
- The
ideal candidates for the United Nations World Health Organization (WHO)
Career should hold a Medical degree from a recognised university. - Post
graduate degree in Pediatrics and/or Public Health. Candidates that have
both qualifications have added advantage. - Excellent
working knowledge of Child Health Programme Management. - Proven
competency in appropriate training skills and/or epidemiological research. - Computer
proficiency in computer skills, data analysis and results presentation and
or appropriate training/research skills. - A
minimum of five years of practical experience in planning, implementation,
monitoring and supervising of child health activities at national or
regional/ provincial or district level. - At
least 5 years of relevant experience including two years of public health
experience, specifically in the implementation, organization and
management of neonatal health programmes, or child and/or adolescent
health programmes. - Past
experience of working in developing countries, in programme planning, monitoring,
evaluation and training. - Extensive
knowledge and skills in the areas of neonatal health or child and
Adolescent Health. - Working
knowledge of health systems, strategic framework in the area of neonatal,
child and adolescent health and monitoring and evaluation. - Extensive
knowledge and skills in problem solving, management, negotiation,
presentation, resource mobilization and planning. - Communicate
effectively in both oral and written forms; interact with users and office
staff in non-technical clear terms. - Work
independently and as a team member. - Set
priorities and organize work to meet strict reporting deadlines.
Languages required: Proficiency in reading, writing and spoken
English; working knowledge of French would be added advantage.
