About Us:
The Parliamentary Commission of
Uganda serves the following functions;
  • To
    appoint, promote and exercise disciplinary control over persons holding
    public office in Parliament;
  • To
    review the terms and conditions of service, standing orders, training and
    qualifications  of persons holding
    office in Parliament;
  • To
    provide a Parliamentary reporting service;
  • To
    provide such other staff and facilities as are required to ensure
    efficient functioning of the Parliament;
  • To
    cause to be prepared in each financial year, estimates of revenue and
    expenditure for the next financial year; and
  • To
    make recommendations to Parliament, or with the approval of Parliament,
    determine the allowances payable and privileges available to the Speaker
    and Members of Parliament.
Job Summary: The
Director, Communication and Public Affairs will offer strategic communication
direction to the Parliament of Uganda and promote the Institution’s visibility,
Mission and Vision.
Key Duties and Responsibilities: 
  • Offer
    guidance and leadership to the Communication and Public Affairs
    Department.
  • The
    applicant will serve as the official spokesperson of the Parliament of
    Uganda by communicating its views, position and manage its internal and
    external communication;
  • Develop
    and maintain good working relations with internal and external
    stakeholders;
  • Serve
    as a Member of Board of Management;
  • Initiate,
    plan and organize Public Relations/Promotions and Advertising campaigns
    for the institution, according to the Parliamentary Commission’s public
    relations activity calendar and communication strategy;
  • Prepare
    strategic work plans and budgets for the Department;
  • Initiate
    the development of Information, Education & Communication materials;
    appropriately procure and disseminate them accordingly;
  • Manage
    the design and production of Parliament’s corporate communication
    materials;
  • Actively
    formulate and manage the Guest Relations and Events Management plans in
    Parliament;
  • Prepare
    and send periodic reports on Departmental activities;
  • Supervise,
    coach and develop subordinates; and
  • Perform
    any other duties as may be assigned from time to time.
Qualifications, Skills and Experience: 
  • The
    candidate should hold an Honours Degree in Mass Communication,
    Communication Studies, Journalism, or Arts with Communication and Public
    Relations studied as subjects, from a recognized University/Institution
    plus a Masters’ Degree in a relevant field.
  • The
    applicant should have at least ten (10) years working experience, three
    (3)
  • Communication
    or Public Relations or Information or Protocol and Public Affairs
    Department from a recognized Institution or at the level of Assistant
    Commissioner in a Government Institution.
  • Possess
    the ability to promptly respond to issues raised regarding the Parliament
    of Uganda;
  • Highly
    diplomatic with personal etiquette;
  • Promotes
    good self-image and personal reputation;
  • Possess
    the ability to handle multiple tasks and meet deadlines in a busy
    political environment;
  • Ability
    to manage stressful situations;
  • Good
    supervisory skills;
  • Excellent
    written and verbal communication skills;
  • Demonstrate
    strong leadership skills; and
  • Excellent
    analytical skills.
