projects including STAR-E in Eastern Uganda. STAR-E a 5-year USAID-supported
District-based HIV/ TB Project ending in March 2015, focuses on the prevention,
care, and treatment of HIV/TB in health facilities and communities,
headquartered in Mbale, with activities in Budaka, Bududa, Bukwo, Busia,
Butaleja, Kapchorwa, Mbale, Pallisa, Bulambuli, Kween, Kibuku and Sironko
districts.

Job Summary: The
Capacity Building Specialist will be responsible for overseeing coordination
and implementation of community level activities related to comprehensive
HIV/TB Service provision. This includes coordinating activities to ensure the
provision and scale up of continuum of care for TB and TB/HIV activities from
facility to community level. The Capacity Building Specialist will ensure close
collaboration with DHMTs, District councils and related District HIV/TB Program
Coordinators. Under the supervision of the STA & DHO, the Capacity Building
Specialist will coordinate and provide technical assistance in the
implementation of joint HIV/TB activities at district and community levels.
Capacity Building Specialist will be responsible for overseeing coordination

facility to community level. The Capacity Building Specialist will ensure close
collaboration with DHMTs, District councils and related District HIV/TB Program
Coordinators. Under the supervision of the STA & DHO, the Capacity Building
Specialist will coordinate and provide technical assistance in the
implementation of joint HIV/TB activities at district and community levels.
Key Duties and Responsibilities:
- Work
in liaison with DHMT and relevant stakeholders in planning and
implementation of detailed community work plan in support of HIV/AIDS
& TB in the District. - Actively
coordinate in the development of and implementation of the District to
Homes model that will ensure continuity of care from facility to community
level on TB/HIV activities. - Implement
community project activities in the district through district and
peripheral health units, in close collaboration with the District TB
Officer and HIV/AIDS Focal Person. - Supervise
in case finding and chemotherapy of Tuberculosis through DOTS strategy at
community and household level. - Maintain
an updated and accurate Community Tuberculosis register; compile quarterly
reports to the DHO and DBHP Office. - Work
closely with DHO, District TB Officer, and HIV/AIDS Focal Person for
training peripheral health workers. - Actively
support Village Health Teams (VHTs) in educating patients and the
community on TB/HIV prevention, care and support. - Order
supplies – sputum containers, stationery for the community and monitor
their distribution and availability. - Actively
collaborate with health facilities, VHTs and other care providers on
provision of community care, transportation of sputum specimens from
community sputum collection points to health facilities and collection of
results back to the community. - Organize
quarterly district meetings at health center and district level in liaison
with health center in charge, CBOs and District TB Officer and related
Coordinators to review progress and plans of the quarter. - Coordinate
community based TB/HIV activities which includes community leader
mobilization, Information education and Communication (IEC) Social
Mobilization campaigns and behavioral change communication (BCC). - Build
and strengthen linkages and referral system between health facilities and
community based activities.
Qualifications, Skills and Experience:
- The
ideal candidate should hold a Bachelor’s degree in community health or
Diploma in Public Health, nursing or any other related experience 2-3
years, - Past
experience working with non-governmental organizations and community based
organization required, - Significant
experience working with district and health center level Health Workers - Strong
knowledge of TB or HIV/AIDS or infectious diseases programming, - Significant
experience with donor-funded projects highly desirable and interactions
with health facilities required, - Working
knowledge of project management and monitoring a must, - Excellent
written and oral communication skills, especially in terms of reporting.
