About PREFA:
Protecting Families against
HIV/AIDS (PREFA) is an indigenous Non-Governmental Organization (NGO) that was
formed to contribute to Uganda’s efforts in enhancing access to quality
HIV/AIDS prevention, care, treatment, and support services to families with a
historical focus on Elimination of Mother-to-Child Transmission (eMTCT) of HIV.
Job Summary:  The PREFA Monitoring & Evaluation Officer
will support the Program Manager in the design and implementation of
monitoring, evaluation and reporting systems to ensure PREFA partners are
provided with appropriate data supportive of Government, program and donor
reporting requirements.
Key Duties and Responsibilities: 
  • Maintain
    Up-to-date M&E plans at PREFA and district level in a timely manner.
  • Implement
    the programme quality assurance system, including coordination with
    relevant Government and other agencies.
  • Submit
    regular, timely reports of M&E activities including research, periodic
    programme assessments, and scheduled annual, mid-term and terminal
    evaluation, programme, donor, and partner levels.
  • Provide
    a functional link with other officers in PREFA and making sure that all
    protocols and standards are adhered to.
  • Implement
    compliance schedules and reports for each project as per PREFA guidelines.
Qualifications, Skills and Experience: 
  • The
    candidate should hold a First degree in Statistics, Demography or
    Population Studies. Possession of a Postgraduate training in public health
    or clinical epidemiology.
  • At
    least five years working experience in health programme monitoring and
    evaluation
  • Prior
    work experience with USG funded health programs
  • Past
    experience and exposure to the monitoring of HIV/AIDS services
  • Working
    knowledge of computer applications especially the statistical, Spread
    Sheet and PowerPoint packages.
  • Detailed
    knowledge of log frame development and project design and management.
  • Developments
    and trends in the response to HIV/AIDS in Uganda and internationally.
  • Working
    knowledge and understanding of the district health information systems and
    Ministry of Health reporting requirements
  • National
    and international legislations and policies relating to HIV/AIDS Care.
  • Skills
    in monitoring and evaluation
  • Skills
    in collecting and sorting data
  • Possess
    excellent communication and Writing skills
  • Interpersonal
    Relations
