About NITA-U:
The National Information
Technology Authority-Uganda (NITA-U) was established as a statutory body under the
National Information Technology Authority, Uganda Act, 2009 as one of the key
players in the Information and Communications Technology Sector. Its mandated
is to coordinate, promote and monitor IT development within the context of
national social and economic development, with a vision as “a facilitator of a
knowledge-based, globally competitive Uganda where social transformation and
economic development is supported through IT enabled services.”
Job Summary: The
Standards Officer will be in charge of developing, implementing, enforcing, and
monitoring National Information Technology (IT) Standards and provide guidance
for quality IT services including risk management & contingency planning.
Key Duties and Responsibilities: 
  • Study
    and review current national IT implementations to identify required areas
    for standardization;
  • Develop,
    implement, maintain and enforce framework, model, process and tools for
    the development of National IT Standards, Procedures and Guidelines for
    all IT service delivery domains;
  • Develop,
    implement, maintain and enforce an Enterprise Architecture for Government;
  • Develop,
    implement, maintain and enforce an e-Government interoperability Framework
    for Government;
  • Work
    closely with the Legal and regulatory services Directorate, to schedule,
    deploy and report on IT Standards Audits;
  • Expeditiously
    follow up on initiation of corrective and preventive action to close
    raised non-conformities during internal audits
  • Develop,
    implement, maintain and enforce a framework, model, tools and a process to
    Accredit and/or Certify IT Products, Services, Service Delivery Points
  • Identifying,
    developing and enforcement of the Departmental Standard Operating
    Procedures;
  • Reporting
    to the appropriate structures and distributing information throughout the
    organization;
  • Technically
    support in conducting training related to Architecture, Standards and
    Certification;
  • Supervision
    of Architecture, Standards and Certification Consultants and Technical
    Experts;
  • Administrative
    support and Departmental meetings
  • Support
    in all cross functional activities in which NITA is involved.
Qualifications, Skills and Experience: 
  • The
    candidate should hold a Bachelor’s Degree in Computer Science, Information
    Technology, Information Systems, Telecommunications Engineering or a
    closely related field;
  • Three
    or more years of working experience in Information Technology Standards
    and Certification in a reputable Public or Private Organization.
  • Demonstrable
    knowledge and evidence of development of IT Standards and Enterprise
    Architecture in a reputable Public or Private Organization.
  • Professional
    specific IT Enterprise Architecture /Standards /Certification
    /Accreditation certifications such as The Open Group Architecture
    Framework – TOGAF, Open Group Certified Architect (Open CA) Certification,
    Zachman, IBM Enterprise Architect, ISO 2000 ( ISO 9001, ISO 27001, etc.),
    IEEE, etc. are an added advantage.
  • Possess
    excellent planning, management and communication skills (Oral, Written,
    Presentation);
  • Possess
    excellent interpersonal and relationship management skills;
  • Excellent
    analytical skills to interpret research data for reports and apply
    mathematic techniques in practical situations;
  • Team
    player and have the understanding and exposure of leading a team and be
    conversant with leadership and team dynamics.
