Job Summary:  The New Born Specialist technically supports
the Health Technical Advisor on, a) 40% Strategic program development, guidance
and quality assurance for newborn health programs in the Country Office. The
Program Specialist-Newborn Health provides technical leadership in the area of
newborn health including; development, integration and expansion of newborn
health programming in Save the Children Uganda Programs; training materials
development, evidence-based policy research and advocacy; technical
backstopping for newborn health programs and representation of SCI-Uganda at
various national level for a b)60% Program and financial management oversight
for the SCI-U Saving Newborn Lives Program in Uganda. He/she will be
responsible for day to day coordination of a team of five staff; provide
leadership and organize resources for development, implementation and
monitoring of the SNL work plan; budget control; timely compilation and
submission of periodic project program and financial reports. In collaboration
with SNL team and Health Advisor; provide strategic guidance on key strategies
and activities needed to achieve SNL3’s program goals by 2018; be a
spokesperson for SNL in Uganda and champion the newborn health cause; maintain
existing and explore new networks and partnerships needed to achieve SNL3 and
SCI –Uganda goals for newborn health
Qualifications, Skills and Experience: 
  • The
    applicant should hold a Bachelor’s degree or higher of Science in
    Medicine/Nursing or related field and a Post graduate qualification in
    public health; or pediatrics; specialized training in newborn health is an
    added advantage;
  • At
    least five years’ work experience in health/public health and or in a
    health/public health organization, including three years of experience as
    a national level technical assistance provider in the area of newborn or
    child health with Government of Uganda or an International NGO;
  • Past
    experience in leading and managing major health program, designing,
    implementing and evaluating programs to improve maternal, newborn and
    child health and survival;
  • Strong
    experience in program support, development; including support proposal
    development, planning, budgeting, implementation, monitoring and
    evaluation.
  • Past
    exposure and experience in maternal and child programming including
    national level policy advocacy, facility and community based health
    service improvement is essential.
  •  Past experience of working with local
    partners and District Local Government in Child Rights Governance, Health,
    Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
  • Excellent
    analytical skills and strategic planning abilities.
  • Possess
    the ability to establish and maintain conducive collegial relations and
    perform effectively as a member of a team.
  • Willingness
    to travel and work in hard-to-reach areas, occasionally under strenuous
    conditions.
  • Computer
    literacy and excellent documentation skills are a must.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
  • Highly
    developed cultural awareness and ability to work well in an international
    environment with people from diverse backgrounds and cultures.
  • Possess
    the ability to intervene with crisis management or troubleshooting as
    necessary.
  • Exceptional
    interpersonal and communication skills including influencing, negotiation
    and coaching.
  • Excellent
    time management and planning capacity.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
