About DRC:
The Danish Refugee Council
(DRC) is a private, independent, humanitarian organization working on all
aspects of the refugee cause in more than twenty five countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
In Uganda, DRC works in North,
North-Western, South-Western and North-Eastern regions in a range of
emergency/development support for the refugees and communities in need with the
aim of saving lives by providing protection and humanitarian assistance, and
creating livelihoods. 
In the North-Western Regions,
DRC is currently a refugee programme for South Sudanese and Congolese with a
new protection in emergency component which comprises: child protection with a
special focus on separated and unaccompanied minors, psychosocial support, GBV
and protection monitoring. A conflict management thematic area – within the
overall protection framework – is also being developed. DRC’s programme in West
Nile aims at building up the capacities for protection in host communities and
strengthening durable solutions for the refugee population.
Job Summary:  The
DRC Protection Manager will take lead of the protection of refugees program for
DRC in Uganda. The incumbent will coordinate protection projects throughout the
country, and is responsible for reporting on a monthly basis on all protection
activities.
Key Duties and Responsibilities: 
  • Develop
    and implement a protection programme strategy for DRC Uganda
  • Develop,
    coordinate, plan, implement, monitor and report on DRC´s Protection
    Programme for all the field operations.
  • Harmonise
    DRC Uganda protection programme’s tools, methods, and approaches with
    DRC’s international strategy.
  • Ensure
    the mainstreaming of protection, child protection, conflict education, and
    community based protection components in the DRC refugee response
    programme
  • Ensure
    that DRC’s protection interventions adhere to international standards for
    protection work and in accordance with DRC standard regulations and
    operational procedures (e.g. Code of Conduct, HAP Principles, DRC
    Assistance Framework, and DRC Programme Handbook).
  • Render
    support in developing new programme initiatives and fundraising relating
    to protection and emergency response through development of concept papers
    and preparation of creative, realistic, cost effective and beneficial
    project proposals.
  • Carry
    out routine assessments and other inter agency missions
  • Cultivate
    good relations with key humanitarian actors – local and international
  • Represent
    DRC in the national Protection Sector and relevant sub-sectors/working
    groups and to donors, UN agencies and visitors at the national level.
  • Closely
    co-ordinate project implementation with partners (UN agencies and
    national/international NGOs), including referrals, protection gap analysis
    and advocacy.
  • Develop
    advocacy initiatives based on protection evidence.
  • Oversee
    the implementation of the projects through monitoring and evaluation
    (quality control, monitoring objectives and indicators)
  • Foster
    and participate in impact evaluation exercises.
  • Ensure
    that activities/projects are implemented in accordance with agreed
    strategies, principles, implementation plans, and donor requirements.
  • Timely
    and quality project narrative reports are provided to the donors on time
    according to donors’ requirement.
  • Regular
    field monitoring and development relevant analysis.
Qualifications, Skills and Experience: 
  • The
    ideal candidates for the Danish Refugee Council Protection Manager vacancy
    should hold a University degree in Social Sciences, Development Studies or
    equivalent combination of relevant training and experience, and experience
    with protection monitoring, documentation & analysis of protection
    data, protection training and advocacy, child protection, GBV and set-up
    of community protection initiatives.
  • The
    incumbent should ideally be someone with an extensive knowledge and
    experience of working for protection of refugees, with specific expertise
    on design and implementation of protection interventions.
  • Past
    experience in project management, including donor relations and staff
    supervision;
  • Significant
    experience with relief/emergency response activities, especially
    assessment;
  • Willingness
    to live and work in a challenging environment with limited physical
    amenities;
  • Fluency
    in both written and spoken English
  • High
    level of personal integrity, commitment and professional responsibility;
  • Excellent
    communication skills and a team player with strong leadership skills;
  • Mature
    personality and willingness to work in a multi-cultural setting.
