About CEDP:
The Government of Uganda has
received credit from the World Bank towards implementation of the Competitive
and Enterprise Development Project (CEDP). The project development objective
(PDO) is to improve the competitiveness of enterprises in Uganda through
supporting reforms in priority productive and service sectors geared towards a
better investment climate with particular focus on MSMEs.
The five-year project comprises
of four major components and will be implemented by seven agencies. However,
the overall coordination of the Project will lie with the Private Sector
Foundation Uganda (PSFU) through a Project Coordination Unit (PCU).
The Uganda Registration Services Bureau
(URSB) will implement Component 2 of CEDP: Business Registration and Business
licensing reforms that aims at reducing the burden for businesses in dealing
with registration and licenses procedure by creating an online one-stop-shop
for business registration and an e-registry for business licensing, and by
implementing measures aimed to simplifying and streamlining business
registration and business licensing procedures.
Job Summary: The Internal Auditor will be
providing independent oversight on the quality of financial and operational
functions of the project. The internal auditor will work across all
implementing agencies operational and financial processes, and identify
weaknesses and suggest improvements. The Internal Auditor is responsible for
giving assurance to the Project Steering committee and PSFU Board on the
arrangements for risk management, control and governance, system integrity,
compliance and value for money. He will also continuously review and assess
processes, controls and practices, as well as related procedures according to
annual audit plans and report on the effectiveness of these arrangements.
Key Duties and Responsibilities:
  • Offer reliable, valued assurance to the PSC and PSFU
    Board over the effectiveness of controls, mitigating current and evolving
    high risks.
  • Carry out Risk based Audits ensuring that project
    policies and procedures, appropriate laws, and good business practices are
    followed.
  • Oversee the delivery of the Audit plan and ensure
    that audit assignments are undertaken in accordance with relevant
    policies, procedures and quality standards;
  • Responsible and accountable for the quality of the
    audit work performed and the efficiency and effectiveness of the audit
    team;
  • Support management in identifying resolutions for
    control issues identified;
  • Prepare a risk assessment and management plan related
    to the activities of the project, and develop risk avoidance and
    mitigation strategies.
  • Responsible for developing and implementing a robust
    and efficient programs of procedural, technical and financial audit of the
    fund`s activities, based on the assessment of risks, to ensure ways in
    which to improve efficiency, economy, transparency and completeness in the
    financial and operational processes and the best use of available project
    resources, minimizing wastage and corruption involving the project
    resources, and ensure that the CEDPs objectives are achieved.
  • Quickly report to the PSC and PSFU Board on the
    results of audit program periodically (and immediately in the case of
    serious and auditable audit findings) highlighting variances and trends of
    performance.
  • Actively contribute to monthly, quarterly and annual
    reporting of the CEDP.
  • Take lead in initiatives to enhance the controls
    culture within CEDP.
  • Work closely with external Auditors and act on
    recommendations to improve management control.
  • Review and investigate integrity breaches by staff
    and work with the Executive Director to resolve matters.
  • Perform any other functions and duties that are
    delegated to the position from time to time.
Key Performance Indicators:
  • Develop an Audit manual for CEDP
  • Develop the internal audit annual coverage plan and
    strategy for CEDP covering risk and adequacy of management controls and
    procedures in all areas of the project.
  • Perform health checks and internal audit assignments
    on a systematic and periodic basis in accordance with the annual coverage
    plan.
  • Assist in the design of internal controls on
    financial and operational processes
Qualifications, Skills and Experience:
  • The applicant should possess an Honors Bachelor’s
    Degree in Commerce, Accounting, Finance from a reputable University plus a
    Master’s degree in Business Administration or Finance obtained from a
    recognized institution. Registered qualified member with full professional
    qualifications of CPA or ACCA is a must. Be a member of the professional
    body such as ICPA (U) or ACCA.
  • He/she should be a professionally qualified
    accountant/certified auditor with extensive public sector financial
    management experience and with at least 8 years at senior management with
    a reputable audit firm or large, busy business environment.
  • Highly computer literate and familiar with various
    soft-wares including accounting packages.
  • Working knowledge in World Bank funded projects and
    Government financial systems (IFMS) or its equivalent will be an added
    advantage.
  • Proficiency in internal auditing in a manual and
    computerized environment;
  • Working knowledge on implementation of the
    International Standards for the Professional
  • Practice of Internal Auditing
  • Skills in evaluating/assessing Internal controls
  • Skills in internal and external auditing
  • Value for money auditing
  • Conducting risk assessments including fraud
    vulnerability;
  • Working knowledge of GoU laws and regulations for
    financial management
