Job Summary: The DFID
Governance Adviser will provide expert advice on Uganda’s governance context
and policies and to design and lead governance programmes for DFID Uganda, as
part of the Governance, Security and Humanitarian (GSH) Team. DFID Uganda has a
long history of supporting governance programmes in Uganda. As well as managing
our portfolio of programmes, the GSH Team also focuses on contextual analysis
and policy work on issues such as corruption, political space, natural resources
and democratic governance.
Governance Adviser will provide expert advice on Uganda’s governance context
and policies and to design and lead governance programmes for DFID Uganda, as
part of the Governance, Security and Humanitarian (GSH) Team. DFID Uganda has a
long history of supporting governance programmes in Uganda. As well as managing
our portfolio of programmes, the GSH Team also focuses on contextual analysis
and policy work on issues such as corruption, political space, natural resources
and democratic governance.
Key Duties and Responsibilities:
- Offer
political analysis and advise on democratic governance and accountability
issues; - Works
closely with key governance stakeholders across Uganda to promote DFID’s
objectives and brief the office on topical issues; - Proactively
collaborating with the British High Commission, especially the Political
Team; - Provide
governance analysis and advice for other DFID sectoral programmes; - Steer
DFID’s support, oversight and review to the Financial Management and
Accountability Programme (FINMAP); - Provide
technical analysis and dialogue around public financial management reform
and revenue management (including oil revenues); - Lead
DFID’s oversight, advice and support on health accountability; - Be
a core member of the Governance, Security and Humanitarian Team by
supporting other policy and programme areas (to be agreed), dependent on
post-holder’s areas of interest, experience and their need for
development. - Proactively
engaging with and respond to DFID corporate requests that relate to your
areas of work (or the work of the team), including drafting Parliamentary
Questions and correspondence, briefing for senior managers and Ministers,
and arranging meetings and seminars for high-level visitors;
Key Result Areas:
- Democratic
Governance: we are the
largest contributor to the Democratic Governance Facility (DGF) which
includes support to deepening democracy (including the 2016 Elections),
voice and accountability, natural resource governance and rights, justice
and peace. - Anti-Corruption
and Local Accountability:
we have recently launched a new programme supporting eight national
anti-corruption institutions and 35 district councils to improve local
accountability. - Public
Financial Management: we
are a key partner in the GoU’s Financial Management and Accountability
Programme (FINMAP) – an initiative to implement reforms to the way public
finances are managed in Uganda. - Oil
Governance: we support the
Uganda Revenue Authority with training and equipment to increase their
readiness to manage oil revenue transparently and accountably. - Health
Accountability: work with
CSOs in 16 districts to support citizens and health workers improve
service delivery through encouraging information and accountability - Humanitarian: Funds to UNHCR, UNICEF and WFP to
350,000 DRC and South Sudan Refugees. - Peacebuilding
in Northern Uganda:
support for three NGOs to monitor conflict risks and support transitional
justice and reconciliation.
Qualifications, Skills and Experience:
- The
applicant should have significant experience in at least three of the
technical (governance) competencies listed below (Under Technical
Competencies) - The
ideal candidate for the DFID Career placement must also hold a Master’s
degree (desirable) in a relevant field (social science, development,
economics). An undergraduate degree is essential. - At
least five years’ experience working on governance programmes and/or
policy – ideally for an international organisation or government. - Comprehensive
knowledge and understanding of Uganda’s governance context and politics.
Technical Competences:
- Governance
Political and Institutional Analysis: A Deep understanding of governance evidence, policy and practice as
applied to Uganda and preferably internationally. The ability to apply
political and institutional analysis and use this to influence strategic
planning and programming decisions. - And
then any TWO of the below - Corruption: Understanding of the causes and effects
of corruption in Uganda (and preferably internationally) and the
implications for DFID policy and practice. Ability to provide strategic
advice, work with others in HMG and internationally, and deliver
programmes and strategies on corruption. - Public
Financial Management and Taxation: Knowledge and experience of the role of public financial management and taxation systems and their
importance in development and statebuilding processes. Ability to provide advice to DFID on fiduciary
risk, develop PFM and
revenue programmes, and engage with
government partners and other donors in policy dialogue around these issues. - Political
Systems and Accountable Governance: Working knowledge of political systems and of political settlements
in Uganda and different settings; the relevance of transparency,
empowerment and accountability for development; and of the promotion and
realisation of human rights and of political inclusion. Ability to provide
advice, policy direction and programme leadership across these areas,
working with HMG, country and international partners. - Security,
Justice, Rule of Law and Human Rights: Broad understanding and experience of how security, justice, rule
of law and human rights contribute to development, and their impact on
different groups, particularly women. Knowledge of different legal systems
(including Uganda’s), including informal justice systems, in a range of
contexts, including fragile states. Ability to work with HMG, national and
international actors to pursue DFID objectives. - Public
Sector Governance and Institutional Reform: Knowledge of public sector governance and organisational and
institutional change processes. Ability to provide analytical, advisory
and programme support to public sector reform processes in a range of
different political contexts that contribute to the sustainable
improvement of public service delivery and an enabling environment for
growth - Sector
Competency: Understanding
of the underlying institutional and political dimensions of service
delivery, wealth creation/private sector development, and climate change.
Ability to provide effective cross-cutting advice to strategies and
programmes in these areas.
