Job Summary: The Procurement Officer will be responsible
for managing all aspects of procurement of goods and services, asset management
and providing logistical support for all procurement operations. S/he will
ensure that procurement policies and procedures are consistently interpreted and
implemented and that the quality of service delivery is consistent, efficient
and responsive. S/he will be also be expected to build strong working
relationships with internal and external stakeholders while ensuring that they
appreciate TMEA procurement policies and guidelines. In addition, the
successful candidate will: ensure that the Contract Management System is used
at all times and is the repository for all procurement information; maintain
risk registers for assigned programme teams and ensure that potential risks are
identified and measures implemented to minimise identified risks.

Key Duties and Responsibilities:
- Actively
contribute to ensuring that TMEA obtains and retains accreditations such
as CIPS and ISO; - Regularly
update procurement procedures and guidance in the manuals and submit any
changes for approval to the Procurement Manager; - Update
and maintain the risk register / matrix for country programmes and ensure
potential risks are identified and measures implemented to minimise/reduce
identified risk/s; - Familiarisation
with all projects and plans across all Responsibility Centres within
individual remit; - Organise
and manage monthly (or more frequent) meetings with teams to discuss
procurement plans and strategies and store individual country procurement
plans; - Render
support in the creation of framework arrangements for TMEA and with
exercises that seek to shortlist/ pre-qualify consultants/ consultancy
companies on a call-down basis; - Provide
appropriate procurement input at all stages of project cycle management; - Draft
advertisements and when approved, place them in agreed publications,
websites, etc.; - Actively
facilitate the engagement of external consultants from initial contact to
negotiations and issuance of contract including contract meetings, discussions
and associated logistics; - Prepare
draft contracts for signature, ensuring that supporting documentation,
waivers where necessary, etc. are approved at the appropriate level; - Ensure
relevant key and supporting documentation relating to contracts is stored
electronically and is easily retrieved (including by anyone outside the
procurement team); - Provide
a challenge function to teams where sourcing of goods or services is not
done competitively and the reasons for not doing so are not sound; - Significantly
contribute to the provision of training or any other forums that seek to
educate, guide or familiarise recipients on TMEA procurement and grants
procedures and processes; - Quickly
respond to queries, either from TMEA teams or external interlocutors in a
timely manner; - Support
the Procurement Manager induct and manage new staff as well as temporary
staff, such as interns; - Build
and grow strong relationships with internal and external stakeholders
while ensuring that stakeholders appreciate TMEA procurement policies and
guidelines. - Perform
all actions necessary on TMEA’S Financial Management Information System
(FMIS – Navision); - Ensure
that the Contract Management System is used at all times and is the
repository for all procurement information. Regularly review the integrity
and relevance of the system; - Contribute
to success stories or other communications that seek to highlight the
positive impact of TMEA procurement and grant operations; - Use
TMEA’S monitoring, evaluation and learning systems and processes; and - Perform
any other duties delegated by the Procurement Manager
Qualifications, Skills and Experience:
- The
ideal candidate for the TMEA Job should hold a bachelor’s degree in
procurement or a related field. - A
CIPS qualification or equivalent. Work experience - A
minimum of three years’ relevant working experience in a busy (and
preferably development-oriented) work environment. - Specific
experience in managing the diverse requirements of teams across
geographical boundaries. - S/he
will be results-oriented and ensure that the quality of service delivery
is consistent, efficient and responsive. - Proven
ability to seek timely, cost-effective and efficient solutions. Additional
skills - Be
highly self-motivated individual who requires minimal supervision. - Ability
to proactively identify gaps and provide solutions for filling them. - Be
a good team player with a high level of integrity and commitment. - Excellent
oral and written communication skills are essential. - Possess
the ability to successfully interact with and tailor communications to
both senior and junior colleagues and interlocutors. - Strong
decision making ability, good judgement and attention to detail. - Ability
to stay focused, efficient, and effective in managing multiple priorities
and work under pressure. - Ability
to travel periodically.
