Job Summary: The Project Facilitator for the Plan
International BMZ Maternal and Early Childhood Survival Project acts as a
resource in the Maternal and Child health (MCH) project by facilitating in the
planning, implementation and monitoring of project activities at district and
community level. The incumbent ensures that the project is implemented with
highest quality and timely manner as per the project design and Plan’s Child
Centred Community Development approach and according to the projects and Plan’s
procedures and guidelines.
International BMZ Maternal and Early Childhood Survival Project acts as a
resource in the Maternal and Child health (MCH) project by facilitating in the
planning, implementation and monitoring of project activities at district and
community level. The incumbent ensures that the project is implemented with
highest quality and timely manner as per the project design and Plan’s Child
Centred Community Development approach and according to the projects and Plan’s
procedures and guidelines.
Key Duties and Responsibilities:
1. Project Planning:
- Ensure
timely effective participation in preparing BMZ- MCH Annual Plan (s) that
feed into the PU Annual Plan (s) and provides a good fit within the
principles and pillars of CCCD/ RBA and taking corrective action as needed - Technically
support quarterly planning and reviews processes, project reporting and
documentation and ensure action learning is on-going for the grant funded
project - Actively
facilitate integration of BMZ- MCH Project into the existing Plan projects
and strengthen linkages that foster inclusion of the marginalized - Promote
and facilitate community leadership and active participation of
stakeholders in project design and planning, in particular the
participation of mothers, men,, children, youth and other marginalized
groups - Actively
participate in budget formation and management in line with Plan and donor
compliance - Ensure
all plans are gender sensitive and tackling exclusion.
2. Project Implementation:
- Develop
timely and high quality annual and quarterly project outlines with budgets
in consultation and /or coordination with other project staff, project
coordinator, Country Office Health Specialist, Program Unit Manager,
communities, children and partners. - In
charge of developing the detailed implementation and procurement plans. - Responsible
for the implementation of planned project interventions in timely and
consistent manner according to agreed project guidelines at community and
district levels - Prepare
all project related reports in a timely manner according to reporting
schedules and donor formats - Document
project achievements with best practices and lessons by conducting regular
reflections with key stakeholders to promote continuous learning. - Generate
information using participatory approaches to develop concept notes for
resource mobilization and submit to supervisor - Ensure
timely and quality implementation of project activities in line with
approved implementation plans - Ensure
program/project alignment with sponsorship funded projects - Ensure
adherence to Child Protection Policy (CPP) during implementation of
planned activities - Carry
out at least 4 home visits to Plan sponsored children and their family
members.
3. Project Monitoring,
Documentation and Reporting:

- Actively
contribute to BMZ- MCH MER plans - Actively
monitor BMZ MCH project progress reports, SAP progress logs and financial
reports for effective budget management - Participate
in regular and timely field monitoring, documentation and follow up of
activities - Organize
quarterly partner/stakeholder meetings to review project progress and
coordinate plans - Contribute
to Plan Uganda’s Program Quality Enhancement efforts by implementing
agreed actions at the P.U. level (s) - Ensure
timely preparation of all required project reports as per reporting /
donor requirements
4. Partnership management for
Local government, central government and selected CSOs

- Coordinate
well with key department heads in the respective division offices. - Actively
participate in the sub county/ division budget conference meetings - Proactively
participate in the review and planning meeting with community level
structures and selected CSO partners - Actively
participate in joint partner project monitoring and ensure reports are
properly managed in relation to POs, filing and SAP requirements - Build
and maintain good working relationship, planning and coordination between
Plan, partners children, their families and communities - Actively
promote networking and integration of groups and partners in ongoing
programs on regular basis to strengthen linkages both internally and
externally
5. Advocacy and Development
Education:

- Take
advantage of/create opportunities for advocacy and lobbying on behalf of
the marginalized children, youth, children under special needs and women - Build
the capacity of the marginalized children/families to advocate and lobby
for their rights - Significantly
contribute regularly to development education by documenting and producing
relevant articles for production.
Qualifications, Skills and Experience:
- The
ideal candidate for the BMZ Project Facilitator vacancy should hold a
Bachelor’s Degree in social science, public health, or development studies
or any other related field. Possession of a Post graduate training in
project planning and management, HIV Counseling would be an added
advantage - Practical
knowledge on rights based programming and human rights - Past
experience in working through partnerships and working with children below
5 years old - Working
knowledge in child protection and gender equality - Working
knowledge of Global, Regional, National Health Strategies and Policies and
other Health related frameworks - Knowledge
on community health programming in Uganda as well as top expertise in
community development and public health programming - Good
knowledge and understanding of the Global and National Maternal and Child
Health programing issues. - Knowledge
of local languages is required - Good
understanding and appreciation of national and district development issues
plus the local context. - Excellent
facilitation skills particularly in community dialogues including
facilitation of diverse community members / groups including clients - Skills
in counselling and psychosocial support - Conflict
resolution, human rights based programming, PRA - Excellent
interpersonal, analytical and communication (verbal and written) skills - Ability
to network with other development agencies in the district and divisions - Computer
skills (MS Office) - Excellent
facilitation, negotiation, motivation, team building, innovative
approaches and management skills - A
good facilitator with ability to negotiate with marginalized children,
youths, communities and other key stake holders - Highly
flexible and approachable - Team
player - Good
listener and open to feed back - Analytical
and logical in her/his approach to development - Result
oriented - Transparent
and accountable to management and stakeholders
