University Research Co., LLC
(URC), a US-based public health organization working in Uganda since 2005, is
implementing the USAID Applying science to strengthen and Improve Systems
(ASSIST) Project which is a five-year cooperative agreement dedicated to
improving health, population and nutrition services through technical support
to service delivery institutions, country Ministries of Health, USAID country
missions, and cooperating agencies.

Job Summary: The URC Project Monitoring & Evaluation
Officer will be responsible for the planning and implementation of activities
to improve the monitoring and evaluation of Maternal, Newborn and Child Health
(MNCH) activities at USAID ASSIST.
Officer will be responsible for the planning and implementation of activities
to improve the monitoring and evaluation of Maternal, Newborn and Child Health
(MNCH) activities at USAID ASSIST.
Key Duties and Responsibilities:
- Actively
participate in strengthening existing M&E system for the USAID ASSIST
project. - Technically
support in preparing bi-weekly, monthly, quarterly, semi-annual and annual
programmatic performance reports and their submission in stipulated
deadlines - Render
support to the Quality Improvement Advisors and M&E Advisor at the
Head Office in preparing other relevant reports and lessons learned from
project innovations - Technically
support the M&E Advisor to respond to data queries from donors and
head office - Work
in liaison other ASSIST staff to design support plans to support
implementing sites to adopt formats required by MoH - Support
districts and supported health facilities to use and adhere to established
MoH reporting systems - Collects
and collates reports and other documents from supported health facilities. - Actively
facilitate the preprocessing of data to locate missing records and
follow-up with project staff for completeness of data as necessary - Entering
all M&E relevant reports into the reporting systems - Render
support to the HMIS Officers/ District Biostatisticians to ensure timely
entry of reports into DHIS 2 - Develop/
update indicator definitions and reporting guidelines according to program
team needs - Support
the project staff with data for program decision-making as per the M&E
Plans - Technically
support the analysis of data in line with the M&E framework. - Offer
guidance and support to field staff in the development and implementation
of monitoring tools, which will include, but not be limited to, data
collection, analysis and reporting on program indicators; - Actively
participate in the guiding of ASSIST staff in monitoring of activities
based on indicators and targets set out in the PMP; - Support
the coordination and execution of events in the department such as,
organizational project learning by developing, collecting and
disseminating relevant information on monitoring, evaluation and research. - Perform
any other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
- The
applicant should preferably hold a bachelor’s degree (preferred) in
Statistics or its equivalent experience with formal training and hands on
experience in M & E - At
least three (3) years of experience in design and implementation of
monitoring, evaluation and research - Past
exposure and experience of working with international NGOs, district
administration, public health facilities will be an advantage - Computer
literacy skills in Microsoft Word, Excel, PowerPoint, Outlook and Internet
and statistical packages such as SPSS, STATA, Epi Info and others - Possess
the ability to collect data; expertise in compilation; analysis of data
and writing reports. - Past
experience of DHIS2 Data Entry and basic reporting - Ability
to work independently with minimal supervision - Ability
and willingness to travel within the supported districts - Good
strategic and analytical thinking and ability to interpret public health
and epidemiological data.
