Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008.The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others. Uganda National Roads Authority has received funding
from the World Bank to undertake road development for the Albertine Region,
North Eastern Road Network Maintenance Project and also to strengthen the
Directorate of Internal Audit.

Job Summary: The Project
Social Scientist will be responsible for ensuring that social Safeguards
concerns are addressed during the planning, preparation, and implementation of
development and maintenance of roads works. He/she will collaborate with and
support the Right of Way Specialist in undertaking and integrating social
issues in land acquisition/resettlement activities.

Key Duties and Responsibilities: The job holder will be responsible for social safeguards concerns and
more specifically will undertake, but not limited to the following:

- Provide
social technical guidance in the strategic interventions of Roads,
including defining the required social processes and supporting the
preparation of the necessary technical documents such as assessment/
scoping reports, guideline, Terms of References etc. - Actively
coordinates and assists in identifying, overseeing, and dissemination of
any project related studies to help the UNRA to take evidence based
decisions on social aspects when designing and implementing its projects - Participates
in reviewing Social Impact Assessments (SIA), Resettlement Action Plan
(RAP) including the auxiliary road construction activities and/ or STD/
HIV/ AIDS mitigation plans. - Ensures
that that a functional projects social complaint management mechanisms are
in place - In
charge of monitoring and participating in the management of grievances related
to involuntary resettlement due to UNRA projects rollout. - Actively
contributes in the drafting of social Safeguards Guidelines and Operations
Manuals to be used by Authority in Planning, Implementation and Operation
of its projects. - Ensures
that safeguards issues are included in the Terms of Reference for road
studies and design consultancies. - Regularly
reviews progress reports by service providers of Involuntary Resettlement,
HIV and AIDS, Gender and OSH, with the view to ascertain their
appropriateness and relevance. - Reviews
social impact aspects of feasibility studies and major project designs to
ensure that social impact concerns have been addressed and budgeted for,
including STD and HIV/ AIDS mitigation measures. - Offer
technical assistance to UNRA staff, contractors and communities on the
social issues including impacts in respect to road construction projects
and sensitize staff and other Stakeholders including contractors and
communities on the Safeguards requirements for UNRA Projects. - Works
closely with RoW Specialist, assist in organizing activities to strengthen
UNRA capacity in formulating, managing and monitoring of ongoing social
development activities in UNRA and under projects, including social
assessments, Resettlement requirements and frameworks in projects,
promoting social accountability and equity in project identification,
planning and implementation, - Participate
in UNRA Preparation of TOR’s for social activities covered under the
Projects - Reviews
ToRs to ensure Social Aspects such as for mitigation against Gender-based
marginalization and other vulnerable categories, as well as OSH and are
catered for. - Actively
participates in monitoring works implementation, to ensure compliance with
social safeguards laws and policies as required by UNRA partners and
government, as well as planned mitigation measures. - Supports
the dissemination of information regarding addressing the social impact
concerns of road users and residents prior to, during and after the
execution of works. - In
charge of networking with partners and liaise with different stakeholders
including communities, Local Governments and National and Local based
Civil Society Organizations, etc, and update them on the social aspects of
the project, - Prepares
regular and ad-hoc Reports for the Director of Planning as required and to
ensure that implementation of social issues and their performance are
integrated into the overall project implementation reports - Performs
such other related duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The
candidate should preferably hold a Bachelor’s degree in Social Work and
Social Administration, Sociology, Anthropology or any other relevant
Social Science discipline obtained from a recognized institution of higher
learning. - A
minimum of six years’ working experience on social issues with at least
2-3 years supporting social safeguards for infrastructure development in
government and donor aided projects. - Skills
in capacity building training in social aspects of infrastructure development
or a Master’s degree in the relevant discipline will be an added
advantage. - The
applicants should hold a research background and having implemented
infrastructure with a community based perspective and sensitive to
HIV/AIDS gender and equity issues would be preferred - Possess
excellent interpersonal skills, communication, writing and analytical
skills. The jobholder must have the ability to work independently, long
hours, and in rural settings with a multidisciplinary team.
