About US:
The Uganda National Roads
Authority (UNRA) was established by an Act of Parliament; The Uganda National
Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008.The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others. Uganda National Roads Authority has received funding
from the World Bank to undertake road development for the Albertine Region,
North Eastern Road Network Maintenance Project and also to strengthen the Directorate
of Internal Audit.
Job Summary: The Project Right Of Way Specialist will
render support in Land Acquisition and Valuation of properties affected by UNRA
road development and maintenance projects. He/she will collaborate with the
Social Scientist in undertaking and integrating social issues in land
acquisition/resettlement activities.
Key Duties and
Responsibilities: 
  • Actively
    coordinates the formal acquisition of the Rights of Way for road
    development projects in accordance with detailed designs and the legal
    framework.
  • Works
    closely with the Social Scientist, assists in organizing activities to
    strengthen UNRA capacity in formulating, managing and monitoring of
    ongoing RoW activities in UNRA and under projects, including social
    assessments, Resettlement requirements and frameworks in projects,
    promoting social accountability and equity in right of way acquisition
    project activities
  • Works
    in liaison with the Social Scientist in networking with partners and
    liaise with different stakeholders including communities, Local
    Governments and National and Local based Civil Society Organizations, etc,
    and update them on the RoW aspects of the project,
  • Expeditiously
    follow-ups with key stakeholders in order to secure relevant approvals of
    the Right of Way.
  • Supports
    in the supervision of Consultants tasked with acquisition of the Right of
    Way.
  • Provides
    technical advice to project staff and the entity at large on land matters.
  • Supports
    in the valuation of land and developments for compensation and acquisition
    by the Government.
  • Actively
    contributes to Consultant and Contractor procurement in relation to Right
    of Way issues.
  • Ensures
    quality control of Right of Way acquisition processes and reports; and
    compliancy to the Law and Regulations.
  • Works
    in consultation with the Chief Government Valuer’s Office for approvals of
    Valuation Reports and provide the necessary information.
  • Contributes
    to UNRA’s operational Manuals and Guidelines as and when necessary.
  • Prepares
    regular and ad hoc Reports as required and ensures that land acquisition
    implementation performance reports are integrated in the overall project
    implementation reports
  • Performs
    such other related duties as may be assigned from time to time.
Qualifications, Skills and
Experience: 
  • The
    applicants should hold Bachelor’s Degrees in Land Economics OR Degree in
    Law OR Degree in Property Valuation or related field.
  • Hold
    post graduate qualifications in Land Management is an added Advantage
  • Previous
    Experience in involuntary resettlement is a plus
  • A
    minimum of five or more years working experience in Valuation and
    Compensation of
  • properties.
  • Working
    knowledge of right of way acquisition and the process of compilation of a
    Resettlement Action Plan. Land Act, Cap 227 and other laws and regulations
    applicable to road infrastructure projects    
  • Possess
    excellent interpersonal skills, communication, writing and analytical
    skills. The jobholder must have the ability to work independently, long
    hours, and in rural settings with a multidisciplinary team.
