About US:
The Uganda National Roads
Authority (UNRA) was established by an Act of Parliament; The Uganda National
Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008.The
mandate of UNRA is to develop and maintain the national roads network, advise Government
on general roads policy and contribute to addressing of transport concerns,
among others. Uganda National Roads Authority has received funding from the
World Bank to undertake road development for the Albertine Region, North
Eastern Road Network Maintenance Project and also to strengthen the Directorate
of Internal Audit.
Job Summary: The Project Environmental Specialist will
be responsible for coordinating and leading in the technical supervision,
compliance monitoring, and reporting implementation of environmental and social
aspects of roads maintenance works and major projects in line with
environmental requirements of the Government of Uganda and in conformance with
the Environmental and Social Safeguard Policies of Development Partners funding
specific projects.
Key Duties and
Responsibilities: 
  • Take
    part in feasibility studies of packaged Projects and undertake
    Environmental Screening and/scoping with a view of advising Management on
    the level of EIA to be undertaken.
  • Ensures
    that environmental management issues are addressed in the project.
  • Identifies
    environmental legal and regulatory issues relevant to the project roads
    and bridge works.
  • Serve
    as a key liaison between UNRA, Communities and NEMA on environmental
    matters related to the project activities.
  • Represents
    the Authority in different fora to discuss environmental and social issues
    related to the project(s).
  • Actively
    participates in site meetings to provide environmental inputs regarding
    the project and its ancillary activities.
  • Prepares
    ToRs for ESIA and Environmental Audits (EA) for the project including
    project ancillary activities.
  • Reviews
    ESIA (EIA and RAP) and EAs related to the project, and ensures development
    of relevant Environmental and Social Management Plans (ESMPs) for the
    project and its ancillary activities.
  • Regularly
    reviews contractors’ proposal and plans for temporary works, camps site,
    quarries, murram pits, diversion roads and water ways, asphalt plants etc
    for the project and makes recommendations relating to their
    implementation.
  • Actively
    monitors works implementation for the project including ancillary
    activities in order to assess level of compliance with ElAs, RAPs and best
    environmental practices (BEP) as contained in the ESMPs.
  • Prepares
    regular and ad hoc reports in relation for the project.
  • Performs
    such other related duties as may be assigned from time to time.
Qualifications, Skills and
Experience: 
  • The
    applicant should hold a Bachelor of Science Degree in Environmental
    Science, Environmental Management, Environmental Engineering, Forestry,
    Botany & Zoology, or related field.
  • Capacity
    building training in environmental aspects of infrastructure development
    or a Master’s degree in the relevant discipline will be an added advantage
  • Eight
    or more years’ working experience in environmental management aspects in
    reputable organization with at least 3 years experience working worked in
    the field of environmental and social impact assessment, audit and / or
    monitoring.
  • Working
    knowledge and experience of Key Environmental Management Tools, such as
    Environmental Impact Assessment, Environmental Audit, and Environmental
    monitoring, among others
  • Good
    knowledge and understanding of Environmental Laws, Regulations and
    Guidelines such as the National Environment Act Cap. 153, National Tree
    Forestry and Tree Planting Act, 2003, Environmental Impact Assessment
    Regulations, 1998, The National Environment (Audit) Regulations, 2006,
    among others a nd other laws and regulations applicable to road
    infrastructure projects
  • Practical
    Knowledge of Environmental and Social Safeguard requirements in donor
    funded projects like the World Bank, African Development Bank, NORAD, JICA
    and other funding/ donor partners is an essential requirement.
  • Working
    knowledge of right of way acquisition and the process of compilation of a
    Resettlement Action Plan. Land Act, Cap 227; Occupational Health and
    Safety Act),
  • Possess
    excellent interpersonal skills, communication,, writing and analytical
    skills.
  • The
    jobholder must have the ability to work independently, long hours, and in
    rural settings with a multidisciplinary team.
