ACDI/VOCA is
carrying out the USAID-funded PL 480 Title II Development Food Assistance
Program entitled “Resiliency through Wealth, Agriculture, and Nutrition in
Karamoja (RWANU)”. The RWANU Program is focusing on reducing food
insecurity among vulnerable rural populations in selected sub-counties of Amudat,
Moroto, Napak and Nakapiripirit. The Program’s strategic objectives are (1)
improved availability and access to food and (2) reduced malnutrition in
pregnant and lactating mothers and children under five. The RWANU Program takes
a preventive approach to reducing malnutrition, focusing on the first 1,000
days of life when conditional food rations will have the highest impact. RWANU
will promote diversified livelihoods strategies including linkages to market
opportunities to ensure long-term food security and resilience to food
insecurity shocks.

Job Summary:
The USAID RWANU Project M&E Specialist –
Livelihood will be responsible for the implementation the M&E strategy
under the program component of improving availability, access and production of
food. She / he will also provide technical assistance to livelihood Director in
evaluation, monitoring and reporting plus providing timely and relevant
information for decision making. S/He will conduct quantitative and qualitative
assessments, data analysis, preparing reporting, knowledge management and
learning. The main focus of the positions will be assessing and reporting
adoption of improved farming practices, linkages to markets and access to
credit.

Qualifications,
Skills and Experience:
Skills and Experience:
- The
M&E Specialist – Livelihood should hold a Master’s degree in
Agricultural Economics (with strong competence in statistics) or
Quantitative Methods is highly desirable. - At
least three years’ of M&E experience and conducting qualitative and
quantitative surveys. - Excellent
presentation skills, speaking and writing. - Established
track record of achieving results in a difficult working environment is
required. - Working
knowledge of office systems, including experience with computer
applications (including SPSS, Epinfo, MS Word, MS Excel, and Database
Management) is required. - Fluency
in both spoken and written English is required. Knowledge of the
Karamojong language is desirable.
