About Heifer EADD-II Program:
The East Africa Dairy Development (EADD-II) is an ambitious five-year
program designed to transform the lives of resource poor farming families
through a competitive and inclusive dairy value chain in Kenya, Uganda and
Tanzania. Heifer International as a lead partner is implementing this project with
its consortium partners that include; The Livestock Research Institute (ILRI),
Techno serve (TNS), the World Agroforestry Centre (ICRAF) and African Breeders
Total Cattle Management (ABS-TCM).
Job Summary: The Finance and Administrative Manager will work in
liaison with the Director of Finance and Administration in accounting,
financial, and administrative functions for the East Africa Dairy
Development-II (EADD-II) project in Uganda by maintaining accounting records
and providing adequate accounting information and ensures the same is
maintained in accordance with the laid down policies and procedures of the
organization and in accordance with international accounting standards.
Key Duties and Responsibilities: 
  • Manage all project finances and preparation
    of the financial reports.
  • Process all budgeting for EADD-II Uganda
    office and field offices, including partner budgets and expenses.
  • Work closely with the Director of Finance
    and Administration at headquarters in proper maintenance of accounting
    system and posting of transactions on daily basis.
  • Prepare cash flow projections.
  • Actively monitor and reconcile bank
    accounts and withdrawal of cash for field disbursement.
  • Prepare and review management reports with
    the relevant program managers.
  • Ensure proper tax computation and
    submission; monitor tax exemption procedures and verification of supplier
    invoices prior to payment.
  • Actively facilitate the procurement
    process in the procurement committee.
  • Maintain staff imprest accounts.
  • Mentor and train project partners on
    financial management and logistics during field visits.
  • Prepare and monitor accounting for annual
    audit or audits organized by the donors.
  • Assist in the preparation of financial
    reports and documentation as and when required by Heifer International
    and/or EADD-II according to the respective donor standards.
  • Play a supportive role in the annual
    EADD-II budgeting process for other EADD-II countries in East Africa.
  • Prepare financial reports and
    documentation if required for EADD-II annual closure and audit purposes.
  • Collect and facilitate review of special
    reports for internal control.
  • Recruit, hire and supervise local staff in
    accordance to Heifer personnel policies and local laws.
  • Ensure the maintenance of an accurate and
    up-to-date fixed asset registers.
  • May perform other job-related duties as
    assigned.
Qualifications, Skills and Experience: 
  • The applicant should hold a Bachelor’s
    degree in accounting or related field plus five (5) years of related
    experience.
  • A minimum of two years’ experience in a
    supervisory or leadership capacity.
  • Certified Public Accountant or recognition
    from Association of Chartered Certified Accountants.
  • Detailed working knowledge of accounting
    principles and practices.
  • Working knowledge of budget preparation
    and monitoring.
  • Knowledge of the non-profit sector with
    awareness of the context in which non-profit organizations operate.
  • Computer proficient in word processing,
    spreadsheets, presentation tools, electronic mail software (Microsoft
    Office Suite), and knowledge of accounting software.
  • Ability to determine proper accounting
    treatment of transactions.
  • Excellent organizational skills including
    strong attention to detail.
  • Proficient in English and Swahili, both
    spoken and written.
  • Possess the ability to create and present documents
    in a well-designed and attractive format with superior attention to
    detail.
  • Managing multiple tasks establishing
    priorities in a time-sensitive environment with the ability to meet
    critical deadlines.
  • Ability to assign and review the work of
    direct reports.
  • Constant face-to-face, telephone and
    electronic communication with internal and external colleagues.
  • Strong interpersonal, management and
    analytical skills with the ability to work cooperatively, tactfully and
    diplomatically with a culturally diverse group of people.
  • Willingness to work with flexible schedule
    and outside of normal business hours.
  • Ability to carry and lift up to 30 pounds
    (14 kilograms) floor to waist.
  • Willingness and ability to communicate
    information to all levels of management and peers.
  • Demonstrate a high degree of honesty and
    integrity.
  • Ability and willingness to travel both
    locally and internationally.
  • Working with sensitive information and
    maintaining confidentiality.
