Job Summary:  The Senior
Manager Finance is the most senior finance position in Marie Stopes Uganda.
S/he is a strategic leader responsible for financial management and leadership
for all MSU financials, ensuring that appropriate systems, procedures and
controls are operational and enforced. 
The incumbent ensures that compliance with these systems is included in
all staff responsibilities to support the continued growth and sustainability
of the country programme.   
Key Duties and Responsibilities: 
  • Devise accurate realistic and inclusive
    country programme budgets, donor financial proposals and departmental
    budgets
  • Manage and ensure financial systems and
    procedures that enable efficient and appropriate use of financial
    resources
  • Effective management and oversight of
    working capital including stock, debtors and cash
  • Managing and continuously  developing and improving team
  • Devise accurate realistic and inclusive
    country programme budgets, donor 
    financial proposals and departmental budgets
  • Ensure timely preparation  of annual operational and capital
    budgets, performing revisions where appropriate: solid budgets prepared
    with budget holders as the basic guiding tool for the optimal use of
    financial resources
  • Monitor expenditure trends and provide
    timely advice and explanation on potential over or under spends to
    programme managers and senior management: 
    allowing managers to make required adjustments to their plans
    appropriately
  • Actively monitor programme support costs
    and ensure they reflect agreed plans, donor regulations, and MSI policies
  • Maximise resources and funding to ensure
    that optimal value for money is attained for the organisation: Clearly
    defining income/cost ratio, ensuring budget holders have appropriate
    finance skills and provide training as required
  • Oversee and ensure financial systems and
    procedures that enable efficient and appropriate use of financial
    resources
  • Ensure organisational internal controls
    and systems are maintained and adhered to address identified risks
  • Ensure any changes in legislation or
    organisational structure are reflected without delays in internal controls
    and systems
  • Manage the use of the financial software
    package (SUN6)
  • Provide technical financial staff training
    to ensure understanding and compliance with financial policies
  • Effective management and oversight of
    working capital including stock, debtors and cash
  • Actively coordinate and maintain a cash
    flow management and forecasting system whereby adequate funds are
    available for programme needs: following up and ascertaining  donor cash inflows, strict expenditure
    control and a strong understanding of programme requirements
  • Manage investments, debtors, creditors and
    advances from donors and their accurate recording and reconciliation on
    the Balance Sheet
  • Ensure that all statutory requirements are
    met on time (PAYE, VAT, Income Tax, NSSF)
  • Monitor fluctuations in foreign exchange
    to minimise exposure to adverse movements
  • Ensure timely accurate preparation of the
    organisation’s monthly financial management accounts
  • Prepare donor financial reports in line
    with donor reporting requirements and standards
  • Actively coordinate the financial audit,
    preparation of statutory accounts and subsequent annual reports for ET and
    MSU
  • Ensure contractual obligations are financially
    sound and appropriate for the organisation
  • Leading a continuously developing and
    improving team
  • Mentor, lead and manage members of the
    finance team to build their capacity and strengthen competency and
    professional development
  • Conduct regular staff performance
    appraisals, monitoring progress and setting objectives
  • Regularly review the operational structure
    of the  finance department to ensure
    that all roles and responsibilities are relevant to the needs and demands
    of the organisation: an efficient, effective  and flexible structure  is desirable for organisational success

Qualifications, Skills and Experience: 

  • The applicant should preferably hold a
    professional qualified accountant (ACA, ACCA, CIMA or CPA). Possession of
    a Master’s Degree in Business or Financial Management will be an added
    advantage. The applicant must also hold a Bachelor of Accountancy degree
    or equivalent
  • Significant senior management experience
    at a similar level (donor funded and private sector preferred)
  • Excellent knowledge of financial
    management systems and reporting
  • Working knowledge of donor contract
    requirements for budgeting and reporting
  • Possess the ability to perform under
    pressure, handle heavy workloads, and meet stringent reporting deadlines
  • Proven ability to identify and set
    performance deliverables
  • Strategic 
    thinker with excellent analytical skills
  • Practical experience with electronic
    accounting systems; knowledge of SUN Systems and mobile money essential
  • Able to communicate effectively at all
    levels
  • Excellent 
    verbal, written and presentation skills
  • Excellent leadership and management
    aptitude leading diverse teams at a distance
  • Organisation and communication skills
  • Cross-functional team player
  • Proven leadership and management skills
    that motivate high performing teams and encourage innovation and

  • Proven IT skills with the ability to

  • The applicant should be proficient in more
    than one Ugandan language
