dangerous complications in pregnancy or unsafe abortion.
Job Summary: The ICT Officer – CLIC will be responsible for
ensuring that all MSIU Management Information Systems are maintained, delivered
& monitored to appropriate users in accordance to the IT Policy and
organization operations procedures. This includes the effective maintenance and
implementation of CLIC in MSIU Programs. S/he will support MSIU teams to
effectively capture data that underpin performance management and
accountability across the country programme. The incumbent will also be
managing his/her team effectively. 
Key Duties and Responsibilities: 
1. Effective roll-out of CLIC
for all MSIU Teams:
  • Train and mentor teams in CLIC
    functionality and reporting
  • Quickly respond to requests for CLIC
    technical support
  • Routinely troubleshoot and proactively
    make adjustments to CLIC training and systems for optimum effectiveness in
    Ugandan environment
  • In charge of systematic development of
    reports and trend analysis based on CLIC data   
2. Effective management and
maintenance of CLIC database for all MSIU Teams
Activities include:
  • Install and maintain MIS Backups &
    Disaster Recovery Plan with responsibility for annual reviews and
    administering changes
  • Works closely with developers &
    designers to formulate system design specifications and test system
    designs and procedures before approval & implementation into the live
    system.
  • Liaise with RM&E Team Design &
    Develop new MIS reports, undertaking detailed analyses of MIS data
  • Updates and maintains systems to monitor
    data quality, routinely analysing it, and addressing issues that
    arise.   
3. Effective support to Users
in MSIU:
  • Provide user support and administration
    all MIS to the specified users. By training them on how to do analysis and
    reporting themselves plus any other related IT support
  • Regularly review of the existing manuals
    on a regular basis to suit the current system status & version.
  • Document, produce & maintain up to
    date documentation of the MIS operation manuals & procedures of
    existing MIS Systems and enable users understand them easily
  • Conduct basic troubleshooting and repair
    of user PC workstations as may be required.
  • Collect information about use from users
    and feedback to developers
  • Perform any other duties as may be
    assigned by management
Qualifications, Skills and Experience: 
  • The ideal candidate for the ICT Officer
    placement should hold a University Degree in Management Information
    Systems, M&E, IT or any other related discipline.
  • Three or more years’ experience in MIS
    administrations
  • Previous experience working with a fast
    growing and busy NGO
  • Past experience in roll out managing IT
    related projects
  • Significant experience in producing clear
    and simple reports, including charts & graphs, for end-users
  • Good knowledge and skills in use of
    various MIS reporting tools such  as
    Excel,  Crystal Reports, Jasper
    Reports, ArcGIS & SPSS
  • Good working knowledge of information
    security.                                                                                                                
  • Knowledge of Family Planning an added
    advantage
  • Fluent English both oral and written.
  • Possess the ability to communicate
    effectively to non-technical teams about MIS and database systems
  • Proven oral and written skills
  • Ability to work in deadline driven/results
    orientated atmospheres
  • Strong people management skills
  • Ability to work as part of a team,
    building consensus and driving change
  • Able to think strategically
  • Good planning skills
  • Excellent analytical skills
  • Fluency in more than one Ugandan language
    is desirable
