organisation and currently manages grants to the overall value in excess of £12

Job Summary: The
Saferworld Regional Resource Development Manager will work closely with the
Head of Funding to technically support the implementation of Saferworld’s
funding strategy over the coming period for the two African regions. As most of
our existing grants come from a number of governments and multilateral donors,
Saferworld is looking for someone who can manage these institutional relations
as well as bring other fundraising skills to the team. He / she will manage the
strategic development of funding sources in the region, in close coordination
with the Heads of Programmes and Programme Development Advisors in the two
regions and will oversee work being conducted by two Grant Management regional
positions based in Nairobi and Kampala respectively. The incumbent will
contribute to the development and implementation of Saferworld’s fundraising
strategy through the conceptualisation and design of winning bids targeting
institutional donors, with specific reference to:

- Ensuring the development and effective
implementation of funding strategies for regional programmes in Africa, to
sustain an overall annual portfolio in excess of £7m; - Identifying funding sources, writing or
co-writing bids and coordinating the submission of funding proposals for
programmes in Africa; - Developing and enhancing the capacity of a
decentralised grant management and quality control systems in the region;
Key Duties and Responsibilities:
In coordination with the Head of Funding, Regional Heads for Sub-Saharan

1. Funding Strategies:
- Take lead in the development and
implementation of regional and country programme funding strategies,
working with regional and country programme staff to develop funding strategies
to increase and diversify project funding opportunities and build
relations with donors based in the two regions; - Actively contribute to the development and
implementation of the organisational funding strategy, working with the
Head of Funding; - Develop a sound understanding of key donor
strategies on conflict prevention, peacebuilding, security and governance
both at country, regional and global levels, and provide input into the
overall strategic direction of Saferworld fundraising and programming;

- Works closely with the Funding Team in
London and relevant regional and country staff, identify potential new
sources of funding based in the Sub-Saharan Africa regions which reflect
Saferworld programme strategies and priorities; - Develop with relevant teams a robust
funding pipeline of ideas and funding opportunities generating income
sources in excess of £7m annually for the two regions; - Ensure the Heads of Regions, Country
Managers and the London fundraising team are aware of funding
opportunities and deadlines for new applications, liaising with them on a
regular basis; - Ensure good relationships are maintained
and developed with existing and new donors based in the region and that
there is good co-ordination with similar activities carried out at the
headquarter level;
3. Proposal Design and

- Actively facilitate discussions with
relevant programme teams to develop ideas, concept notes and proposals
that match identified donor opportunities; - Oversee the development and writing of
high quality bespoke proposals, oversee the production of all concept
notes and proposals (including multi-million regional and multi-country
project proposals) for the two regional programmes, ensuring all
organisational priorities, processes and timelines are met; - Manage the processes and engage in writing
documents that lead to the preparation of high quality funding proposals,
including narratives, logical frameworks and budgets, ensuring that donor
requirements and guidelines are known and met; - Ensure funding proposals are developed in
a participatory manner, with attention to quality control: involving
relevant staff from the regional offices, and also across Saferworld and
partners where appropriate;
4. Systems Oversight and Development:
- Ensure that the organisational funding
database is kept up-to-date, and all records/contracts are accessible,
including remote connections from the region; - Ensure adequate decentralised and quality
control systems for grant development and management, consistent with
Saferworld’s global procedures, are developed and adopted and are in
harmony with donor-relationship expectations and organisational needs; - Encourage relevant programme people to
liaise with regional finance staff to ensure financial expenditure
patterns meet donor requirements. - Works in consultation with
regionally-based donors and assist in the negotiation of grant contracts
as necessary, in coordination with the two regional grants positions.
5. Capacity Development:
- Encourage relevant staff in the regions to
develop and submit quality proposals and reports to donors; - Technically support the grant officers to
ensure donor reporting requirements for each contract are understood by
regional and programme staff and support them to deliver according to
donors’ expectations; - Support regional programme teams in
planning and managing grants effectively; - Develop the skills and understanding of
programme staff in funding issues; - Actively monitor and support the
performance of reporting staff on the basis of Saferworld’s performance
management system. Oversee timely completion of staff performance reviews
and address their learning and development priorities.
Qualifications, Skills and Experience:
- The ideal candidate for the aforementioned
Saferworld placement should hold a Master’s degree or relevant experience
in the third sector - A minimum of five years’ relevant
fundraising experience with a proven and significant track record of
success with institutional donors with income portfolios in excess of £5m - Good knowledge and understanding of
international development issues, possibly in relation to peacebuilding
and conflict prevention - Excellent writing skills with the ability
to produce concise and compelling proposals - Excellent analytical skills with the
ability to combine donor requirements with programmatic and financial
information effectively - High standard of computer literacy (Excel,
Word, Outlook) - Meticulous attention to detail
- Demonstrated ability to plan and work
within agreed timeframes - Proven ability to demonstrate initiative
and work well under pressure - Proven ability to understand and generate
complex budgets - Proven ability to manage people
effectively, also at distance - Excellent communication and interpersonal
skills and ability to work with staff based in different countries and
time zones - Excellent track record in securing high
value grants and tender contracts in the peacebuilding and conflict
prevention sector is desired - Proven track record within the
development/conflict prevention sector of writing successful, high value
fundraising proposals, securing significant donations (from institutional
donors, trusts and foundations or tender proposals/bids) for institutional
proposals.
