USAID funded Uganda Health Supply Chain is a five year program
supporting the Government of Uganda’s health system to improve the availability
and accessibility of essential medicines and health supplies (EMHS).The
expected results of are to:1) strengthen national policies and strategies and
support cost-effective, equitable, and transparent utilization of EMHS
resources; 2) strengthen country capacity for effective management and
utilization of EMHS; and 3) increase availability and access of EMHS among
priority populations.

Job Summary: The Technical Officer– QPP will support the
Quantification and Procurement Planning Unit (QPPU) and the Pharmacy Division
to carry out data management, forecasting and procurement planning. He/She
works closely with Ministry of Health (MoH) Pharmacy Division, technical
assistance staff, MoH technical programs, central warehouses, IPs and other
stakeholders to collect, synthesize and input data into forecasts, supply
planning and overall development of procurement and supply management plans.
This position is primarily focused on strengthening logistics systems and
provides a link between MoH and stakeholders and to facilitate harmonization
within the various supply chains.
Quantification and Procurement Planning Unit (QPPU) and the Pharmacy Division
to carry out data management, forecasting and procurement planning. He/She
works closely with Ministry of Health (MoH) Pharmacy Division, technical
assistance staff, MoH technical programs, central warehouses, IPs and other
stakeholders to collect, synthesize and input data into forecasts, supply
planning and overall development of procurement and supply management plans.

Key Duties and Responsibilities:
- Technically support the QPPU in
quantifications and periodic review of national requirements of medicines
and health supplies and PSM plans - Carry out data collection for forecasting
and supply planning from different sources including but not limited to
central medical stores, MoH technical programs, funding
agencies/development partners and implementing partners. - Regularly analyse and input data into
national quantifications and gaps analyses - Periodically review consumption trends to
inform national projections and needs estimations for medicines and other
health products - Carry out sentinel sites surveillance to
monitor utilization and issues data for key commodities for malaria,
HIV/AIDS, TB and laboratory - Prepare the MOH Bi monthly Stock Status
report and relevant report presentations - Prepare regular supply chain situational
analysis reports and briefs to MoH and stakeholders for commodities for
malaria, laboratory, HIV/AIDS, TB and the tracer medicines - Technically support Ministry of Health
programs in their logistics planning and management roles - Prepare periodical reports as may be
required - Perform any other duty that may be
assigned from time to time as need arises.
Qualifications, Skills and Experience:
- The candidate should hold a Professional
degree in a health area; such as pharmacy, medicine, public health;
pharmacist preferred - At least three years’ experience in
pharmaceutical supply management, quantification and procurement - At least one year of experience in
quantification for essential medicines and health supplies - Skills in data management is essential
- Past work experience with medicines
logistics/ inventory management information systems - Working experience in Uganda with
knowledge and understanding of the Uganda public health system - Willingness to be flexible and adapt to
changing priorities and shifting deadlines - Strong teamwork and team-building skills
