About USAID SPRING Project:
Strengthening Partnerships, Results, and Innovations in Nutrition
(SPRING) is a five-year cooperative agreement funded by the United States
Agency for International Development (USAID) to provide state-of-the-art
technical support and facilitate country- led, regional, and global programs to
improve the nutritional status of women and children. The SPRING implementation
team consists of JSI Research & Training Institute, Inc., Helen Keller
International (HKI), The International Food Policy Research Institute (IFPRI),
Save the Children (SC), and The Manoff Group (TMG).

Job Summary: The Human Resources and Administrative Manager will
provide professional and efficient human resources and administrative support
for the SPRING/Uganda project. He /she will work in close collaboration with
technical, operations and finance teams to support recruitment and hiring
processes and ensure compliance to JSI and SPRING/Uganda policies and
procedures, USAID rules and regulations and local labor laws.

Key Duties and Responsibilities:
1. Human Resources:
- Oversee the day-to day personnel
management and deal with general HR related queries from SPRING/Uganda
staff - Solve complex problems affecting staff
(e.g. in relation to organizational change) and individuals (e.g.
contractual issues, grievances, ill health, performance issues etc) - Maintains the work structure by updating
job requirements and job descriptions for all positions. - Oversees the Staff APR Process and works
with individual supervisors to ensure HR files al complete - Periodically audits HR Files to ensure all
proper documentation is present - Update documentation in line with changes
to employment law and maintain and enforce human resources policies and
procedures for SPRING/Uganda - Serve as the main point of contact for
updating the Local Hire Manual; ensures it is updated continuously - Oversees the recruitment process for all
newly hired SPRING staff (including overseeing the applicant screening
process, setting up interview times, verifying references, and drafting
offer letter) - Manages all aspects of the orientation
process for new staff - Maintains professional and technical
knowledge by attending educational workshops; reviewing professional
publications; establishing personal networks; participating in professional
societies - Manage the recruitment of SPRING/Uganda
-staff and consultants in collaboration with the Deputy Chief of Party-
Finance & Operations and technical staff - Mentors and supervises the Office Manager
and indirectly manages the administrative team - Maintain medical insurance for
SPRING/Uganda staff and asset insurance for all SPRING/Uganda property - Reviews Health Insurance policy to ensure
appropriate coverage on a quarterly basis - Works closely with the Finance Manager to
ensure accurate Providence Fund calculation - Manages all aspects of staff leave and
ensures proper calculation of all staff balances - Manages exit interview process to ensure
lessons learned are documented - Managing all aspects of staff contracts
(renewal and termination of interns, secondees, and consultants) - Works closely with other SPRING partners
on HR issues and streamline where possible - Staff welfare: review staff services like
accommodation, transport, meals etc to ensure staff are being provided
with acceptable level of services
2. Administrative:
- Work harmoniously with the Office Manager,
oversees the Administration Department - Ensuring all staff have necessary
equipment such as laptops and phones to execute their duties effectively - Take lead in organizing staff events
- Works closely with the Finance &
Administrative Assistants, keep all SPRING/Uganda offices functional and
well maintained - Responsible for ensuring proper staff
travel approvals are properly documented - Works collaboratively with Finance and
Operations Manager to ensure office supplies are fully stocked and that
office operations are moving smoothly - Responsible for managing and storing
electronic copies of consultant agreements, employee records, and ALL
other critical administrative documents. - Perform any other duties as may be
assigned by Management/Supervisor
Qualifications, Skills and Experience:
- The ideal candidate for the USAID SPRING
Project opportunity should be professionally qualified in HR
(post-graduate qualification). The candidate must hold a Bachelor’ s
degree in Human Resources or Business Administration, or equivalent
experience. Possession of a Master’s preferred - At least five years’ experience managing
an HR team which must have included providing a range of services, and
experience built up in increasingly larger operational roles advising,
influencing, delivering HR solutions etc. - Additional post graduate qualification in
HR management will be an added advantage - Seven or more years’ experience in
handling employee relations,
compensation, recruitment and performance management, and administration - Detailed working knowledge of local labor
law - Discreet and able to work with
confidential issues - High level of accuracy and attention to
detail - Ability to manage multiple tasks and work
to tight deadlines - Excellent interpersonal and communication
skills
