Job Summary: The Post Distribution Monitoring and Accountability
Monitor will be in charge of planning, developing and managing the projects
performance monitoring and evaluation / humanitarian accountability system.
Establish information and data base for management purposes in compliance with
WV and donor (USAID) guidelines.

Key Duties and Responsibilities:
1. In charge of the
development and administration of project performance M&E tools:

- Works in liaison with the WV M&E/HA
Officer, oversee the development of the project performance M&E tools
to track indicators in line with the project log frame, detailed
implementation plan (DIP) and M&E plan. - Administer M&E tools in target
communities using recommended methodologies i.e. qualitative and
quantitative through sampling, observation and interviews to enable timely
tracking of project indicators.
2. Responsible for designing
of humanitarian accountability mechanisms:

- Work in liaison with the WV M&E/HA
Officer, oversee the development of the humanitarian accountability
mechanism including Community Response Mechanism (CRM) and community
engagement strategy in line with the project design and WV and donor
(USAID) mission. - Conduct pre-surveys to establish
appropriate mechanisms that community prefer for providing feedback and
responses to WV and donor (USAID). - Design appropriate strategies in line with
beneficiary responses in the pre-survey. - Design, procure and distribute appropriate
tools and materials (IEC). - Responsible for the implementation of
humanitarian accountability mechanisms - Implement a complaints and feedback
mechanisms at the district level. This includes: Ensure adherence of the
district to Feedback and Complaints Policy and Procedures, Help Desk
Guidelines, Suggestion Box Guidelines etc. Including confidentiality,
timely and appropriate response. - Regularly review complaints received
through all mechanisms together with the Commodity Officer. - Decide a plan of action which will ensure
that action is carried on time, according to the guidelines. - Manage documentation of the district
complaints and feedback database. - Engage the community in an appropriate and
respectful manner, never raising false expectations. - Intentionally, regularly informally and
formally consult with beneficiaries, non-beneficiaries, government, other
agencies to receive feedback on our programs, commitments and staff
conduct. - Ensure that the Community Help Desk is set
up and functional at every FDP, according to the guidelines

Qualifications, Skills and Experience:
- The ideal candidate for the World Vision
career opportunity should hold a Bachelor’s Degree in Development Studies
or Statistics. - A minimum of three or more years of field
experience in monitoring and evaluation: designing, preparing and
conducting surveys, collection and analyzing baseline data and reporting. - Past experience preferable with a busy NGO
or UN agency, in statistical and qualitative data analysis packages e.g.
SPSS, Epi-info, Nvivo is an added advantage. - Working knowledge of USAID regulations
pertaining to relief food commodities tracking accounting, monitoring and
reporting. - This position requires a person who is
self-starter, who can accomplish the task with minimal or no supervision. - He/she should be able to manage a team of
staff as well as cooperate with other units. - He/she must be keen on details and well
organized individual. - Show commitment to World Vision Core
