About US:
Community Efforts for Child Empowerment (CECE) is a registered
non-profit making and Child focused NGO, based    in
Kiboga. It is an umbrella organization, working with ChildFund International to
support six(6) communities (Masodde, Butemba, Kiyuni, Wakiso, Gayaza and
Kinabwe) located in the districts of Kyankwanzi, Wakiso and Luwero. These
communities are characterized by adverse child poverty and adversity. CECE,
with funding support from ChildFund international strives to demystify the
faces of deprivation, exclusion and vulnerability among children by “uprooting”
their root causes.
Job Summary:  The
Federation Manager will provide strategic leadership and initiate efficient and
effective controls in the management of the Area Federation. The incumbent will
take lead in the development and implementation of strategic policies,
initiatives and tools that enhance the .quality and management of programme
goals, objectives and policies ensuring high programming standards that result
in children enjoying improved access to their rights and positive outcomes for
children.
Key Duties and Responsibilities: 
  • Oversee the implementation of all programs
    and operations in area.
  • Ensure coherence with Federation programme
    approach, linking to ChildFund strategy.
  • Works closely with ChildFund Regional
    manager on key technical issues to ensure adherence to best practice
    approaches and standards.
  • Regularly review strategic implications of
    sponsorship feasibility-and on-going risk management.
  • Manage human resource, including
    performance management and administration.
  • Ensure ongoing monitoring and evaluation
    of all project activities in area Federation to determine the extent to which
    they are meeting objectives and determine modification /action needed to
    improve achievements.
  • Actively participate in and/or supervise
    assessments for new projects as required.
  • Serve as security focal point for the area
    federation, providing regular updates and analysis to the Regional manager
  • Update and maintain an overview of the
    external context in area federation – political, social, economic and
    humanitarian – providing regular updates and analysis to the Federation
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold
    a Bachelor’s degree (or equivalent) in Social Work and Social
    Administration, Development Studies, Community development, or any social
    science discipline or equivalent relevant work experience.  Possession of a post graduate Diploma in
    Project planning & Management is an added advantage.
  • Five or more years’ experience managing
    development programs in an NGO, preferably in a technical area, community
    development and/or child- focused programming
  • Previous experience of managing a large
    programme (Development & humanitarian).
  • Demonstrated technical expertise in such
    areas as: project, budget and resource management
  • Demonstration of knowledge of program
    design; grant acquisition        and
    management; providing oversight and accountability grant funded programs;
    resource stewardship, and cross functional coordination
  • Strong planning and organizational skills
    to meet programme goals.
  • Past experience of managing the programme
    cycle, including assessments, project design, proposal and report writing,
    implementation, monitoring and evaluation.
  • Past exposure and experience supervising
    and evaluating program support and technical staff with the ability to
    lead and motivate others.
  • Demonstrated experience in resource and financial
    management.
  • Strong proposal and report writing skills.
  • Excellent communication skills, diplomacy
    and experience in building relationships, fostering interagency
    coordination and representing an organization to external parties at a
    senior level.
  • Show commitment to and understanding of
    CECE and ChildFund aims, values, principles and policies.
  • Possess the ability to work under
    pressure.
  • Fluency in written and spoken English.
  • Computer proficiency in MS office.
