Chemonics International Inc., a leading international development
consulting firm is implementing the Feed the Future Uganda Enabling Environment
for Agriculture (EEA) Activity, financed by USAID, based in Kampala, Uganda.
This five-year program (April 2013 – April 2018) is part of USAID’s Feed the
Future initiative that supports countries to develop their agriculture sectors
to spur economic growth, increase incomes, and reduce hunger, poverty and
under-nutrition. Feed the Future efforts are driven by country-led priorities.
The Activity provides technical assistance at primarily the policy and central
government levels to increase the value of agricultural production and trade –
in the coffee, maize, and beans value chains, and agricultural inputs and
improve resilience to climate change by increasing the capacity of counterparts
in Uganda to identify and address high-return policy and regulatory priorities.
Job Summary: The Capacity Building Officer will be responsible for
supporting EEA’s efforts to strengthen the capacity of government institutions,
private sector organizations (PSOs) and civil society organizations (CSOs). The
incumbent will also support, to governmental institutions will focus on
strategic planning; stakeholder engagement and communications; and service
delivery; while work with PSOs/CSOs will focus on board member engagement and
governance; strategic planning; member engagement and communications;
association management, inclusive of program, human resource, and financial
management; and policy advocacy. This position will focus on building the
capacities of public and private sector institutions on an ongoing basis and in
a targeted and demand- driven manner.
Key Duties and Responsibilities: 
  • Diagnose and assess institutional
    performance gaps, and develop institutional strengthening strategies and
    plans to build the capacities of public and private sector institutions.
  • Plan, organize, and facilitate meetings,
    workshops, symposia, conferences, and trainings courses, as required, that
    are part of institutional capacity building plans.
  • Regularly interact with high-level public
    sector officials and private sector representatives.
  • Actively motivate and influence behavior
    change among high-level public and private sector individuals.
  • Plan and manage targeted activities such
    as consultancies, research assignments, etc.
  • Regularly analyze and mainstream gender
    and youth considerations into institutional development plans.
Qualifications, Skills and Experience: 
  • The applicant should hold a Bachelor’s
    degree in Organizational Development, International Development, Business Administration,
    sociology, or related field required. Master’s degree or higher preferred.
  • A minimum of five years’ experience
    assessing, developing, managing, and implementing organizational
    development, institutional strengthening, capacity building activities, or
    two (2) years of experience with a Master’s degree.
  • Past experience with donor-funded projects
    or non-governmental organizations (NGOs); experience with USAID projects
    preferred.
  • Demonstrated high level of technical,
    analytical writing, and interpersonal skills.
  • Demonstrated ability to cultivate
    collaborative relationships with public and private stakeholders.
  • Demonstrated ability to proactively
    identify and solve problems.
  • Strong and effective verbal and written
    communication skills; good public speaking skills.
  • Possess the ability to work
    collaboratively and in a team, but also independently with minimal
    supervision.
  • Excellent organizational, prioritization,
    and multi-tasking skills.
  • Demonstrated leadership, versatility and
    integrity.
  • Fluent written and spoken English
    required.
  • Ugandan citizenship required.
