The Infectious Diseases Institute (IDI) is an International NGO which
seeks to “Strengthen Health Systems in Africa with strong emphasis on
Infectious Diseases through Research and Capacity Development.” IDI has five
operational areas through which it works to achieve its mission: Prevention,
Care and Treatment, Training, Research, and Outreach programmes. With funding
from Centers for Disease Control and Prevention (CDC)/PEPFAR, IDI has been
implementing comprehensive HIV/AIDS services in the mid-western Uganda
Districts of Kiboga, Kibaale, Kyankwanzi, Hoima, Masindi, Buliisa and
Kiryandongo since 2009. IDI has recendy won a five year follow on project with
the title “Accelerating Comprehensive HIV/AIDS Service Delivery through Health
System Capacity Building and Technical Assistance of District Health Teams and
Health Facilities in Western and West Nile Regions in the Republic of Uganda
under PEPFAR.”

Job Summary: The Quality Assurance Officer will steer and
provide technical support to the project in the area of clinical and laboratory
quality improvement and assurance. He/she will support activities which
evaluate and document quality improvement and compliance with local and
international standards of services. The incumbent will provide overall
strategic direction for activities involved in clinical quality management. The
job holder guides the implementation of comprehensive capacity building
initiatives that address improvements in the overall service care continuum.

Key Duties and Responsibilities:
- Guiding the quality improvement and
assurance plans at various levels. - Identify primary service delivery
indicators and outcome measures to evaluate effectiveness of applied
standards. - Support in conducting capacity building
and technical assistance initiatives for quality improvement and
assurance. - Guide quality improvement and assurance
team meetings and specialty training sessions. - Regularly review quality improvement and
assurance review findings, and formulate recommendations to improve the
quality of local standards of care. - Works closely with the Ministry of Health,
CDC and other stakeholders to continuously document and improve
implementation of quality improvement and assurance processes for People
Living with HIV - Actively coordinate trainings and on site
mentorships on quality improvement and assurance - Mentor technical support teams (TSTs) to
support the health workers integrate quality improvement and assurances
within the health care services for people living with HIV - Generate required reports in regard to
quality improvement and assurance
Qualifications, Skills and Experience:
- The ideal candidate for the Quality
Assurance Officer should hold a Bachelor’s degree in Medicine and Surgery.
Possession of a Master’s degree in Public Health - A minimum of five years of public health
experience in Quality improvement - Specialized training in HIV/AIDS is an
added advantage - The applicant must also possess active
registration with the Uganda Medical and Dental Practitioners’ Council
required - Significant experience in implementing
quality improvement arid assurance in HIV/AIDS health care. - Excellent communication and interpersonal
skills. - Detailed knowledge and experience in
clinical HIV/AIDS with emphasis on planning and implementation of quality
assurance in public health care settings. - Good working knowledge of HIV/AIDS public
health programs, strategies, methods, processes and techniques used to
plan, develop, implement and evaluate results related to quality
improvement - Working knowledge of US Government
programming policies and regulations, procedures and practices. - Possess the ability to understand public
health systems and willingness to develop and link the project to existing
quality assurance mechanisms and implementing partners. - Fluency of the local languages within the
supported districts is desirable.
