About USAID CRS Project:
Futures Group will be implementing Sustainable Outcomes for Children
and Youth in Central and Western Uganda over the next five years. The project
will improve the health, nutrition, education and psychosocial wellbeing of
vulnerable populations, as well as reduce abuse, exploitation and neglect to a
minimum of 625,000 children and 101,500 households in 17 districts in central
and western Uganda. “Sustainable Outcomes for Children and Youth in Central
and Western Uganda project is being implemented in a consortium consisting of

Job Summary: The Monitoring and Evaluation Specialist
will be responsible for regional M&E activities for the Sustainable
Outcomes for Children and Youth in Central and Western Uganda project.

Key Duties and
Responsibilities:
Responsibilities:
1. Program Monitoring, Evaluation, and Learning:
- Work closely with the Monitoring,
Evaluation and Learning (MEL) Director and external M&E Experts to
develop the project M&E plan and data collection tools. - Actively monitor and update the project
database and develop project reports using collected data. - Actively coordinate with the MEL Director
to design, coordinate and implement qualitative and quantitative research
including baseline evaluation and rapid assessments. - Initiate/ensure clear, efficient and
timely communication and reporting in respect to the programmatic needs of
the project. - Take part in the development and
facilitate the use of data collection tools at all levels through training
and supportive supervision at the point of data collection. - Carry out routine data quality assessments
at service delivery points.
2. Strategic Planning and Data Use:
- Actively contribute to strategic planning
and work plan development based on data generated from the M&E system;
- Support the program to strengthen the
capacity of project staff, community partners, district staff and
volunteers in collecting, analyzing and utilizing data; analyze, interpret
and disseminate information that document project performance and
findings, including identification of best practices and lessons learned
from project activities. - Participate in national level data
triangulation forums and annual review meetings and develop policy briefs
based on district level data as directed by the Senior M&E Specialist.
- Contribute to program learning through
writing and mentoring others on writing briefs that draw on program data
and findings – both quantitative and qualitative.
3. Capacity Building:
- Render support in the implementation of
the M&E plan and assist stakeholders in understanding M&E
guidelines. - Develop M&E capacity building plans
based on assessment findings to strengthen the district and CSO M&E
systems and their ability to use data for decision making. - Organize and conduct periodic meetings
with local collaborating agencies, partners and stakeholders to discuss
achievements, challenges, and lessons learned.
Qualifications, Skills and
Experience:
Experience:
- All suitably qualified and interested
candidates who so wish to join the CRS USAID Project should hold a Ugandan
national with experience working in Uganda, preferably in the Central
and/or Western regions of the country. - The applicant should hold a Degree in
Public health or other advanced degree in a relevant field. - A minimum of five or more years practical
experience in Monitoring and Evaluating OVC and/or community-based
HIV/AIDS programs. - Demonstrated experience in quantitative
and qualitative data collection Fluent in English with excellent written
and oral communication skills. - Past experience in developing and
presenting presentations, policy briefs, articles and other M&E
products. - Significant experience in planning and
facilitating trainings and building M&E capacity. - Working knowledge of relevant national and
international indicators (particularly PEPFAR) related to HIV/AIDS and OVC
desirable. - Excellent interpersonal skills and ability
to work effectively in a team. - Computer literate with knowledge of Word,
Excel and PowerPoint; other database and management information systems
knowledge desirable. - All CRS staff should possess the following

relocate to Kampala, Kasese or Mbarara.
