• Plan and implement Monitoring and
  Evaluation (M&E) activities on effectiveness of the Post-harvest Loss
  Minimisation (PHLM) project (e.g. beneficiary needs and status, food
  security status, programme modalities, implementation challenges, etc.);
• Produce regular detailed project updates
  to major Donors;
• Technically support the development of
  appropriate log-frame indicators to measure outputs and outcomes;
• In charge of the analysis of output data
  and recommend improvements to programme interventions;
• Produce frequent monitoring and evaluation
  progress reports with status of results;
• Follow up monitoring and evaluation of
  findings to ensure that corrective action is taken;
• Offer technical support and coaching as
  required to other Country Offices engaging in PHLM;
• Regularly review and give technical
  feedback on monitoring and evaluation plans for new programmes and budget
  revisions to ensure that plans are risk-based and focus on measuring
  results (e.g. checking monitoring and evaluation budgets are allocated and
  appropriate log-frame indicators and outcome targets are documented);
• Contribute to the analysis of outcome data
  and recommend improvements to programme interventions and to enhance WFPs
  ability to demonstrate outcome focused results;
• Represent WFP (e.g. at inter-agency
  meetings with other NGOs and government agencies) to exchange knowledge
  and experience, promote the importance of monitoring and evaluation and
  build partnerships that enhance inter-agency monitoring and evaluation
  activities;
• Mentor and supervise junior staff members
  providing guidance as required to ensure appropriate development and
  enable high performance;
• Train national and partner staff in
  appropriate monitoring and evaluation techniques to build capacity of
  staff, increase awareness on the importance of monitoring and evaluation
  and encourage accountability for demonstrating results;
• Work in liaison with internal counterparts
  and external partners to strengthen the quality and consistency of
  monitoring and evaluation activities in the field;
• Work in close collaboration with internal
  counterparts and external partners to strengthen the data quality,
  accuracy and consistency to build credible performance evidence;
• Provide monitoring and evaluation findings
  and recommendations to support performance planning and risk analysis,
  emergency preparedness, security risk management and risk mitigation
  activities;
• Perform any other duties as assigned.

• The ideal candidate for the United Nations
  World Food Programme (WFP) Knowledge Management Officer career placement
  should possess an advanced University degree in Sociology, Social
  Development, Development Economics or Performance Management or other
  relevant field, or First University degree with additional years of
  relevant work experience and/or training/courses.
• A minimum of five years of postgraduate
  progressively responsible professional experience in leading effective
  monitoring and evaluation processes across multiple countries or at the
  global level.
• Proven performance in developing a
  high-performing team and managing effective monitoring and evaluation
  operations at a country level.
• Detailed working knowledge of
  results-based management principles and practices;
• Comprehensive knowledge of monitoring and
  evaluation methods, metrics, statistical applications and reporting
  systems;
• In-depth knowledge of programme design,
  implementation and operational challenges in food assistance;
• Practical knowledge on how monitoring data
  is collected, compiled, analyzed and presented for management decisions,
  programme adjustment and donor reporting;
• Strong statistical analysis (both
  qualitative and quantitative) skills to assess food and nutrition
  security;
• Gather and use information available from
  assessment, analysis and consultations to make informed programme
  intervention choices;
• Possess the ability to work with relevant
  technology and procedures (e.g: web-based databases and other statistical
  applications) to collect, organize, share and use information.
• Language: Fluency in oral and
  written English; Intermediate knowledge of another official UN language
  (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s
  working languages).

• Effective action management skills with
  ability to establish priorities and plan based on work objectives; manage
  and measure the performance of own work and those under his/her
  supervision;
• Excellent cognitive capacity with ability
  to make sound decisions based on thorough analysis to select, recommend or
  design appropriate food assistance interventions for the right audience;
• Excellent teamwork skills with ability to
  develop and maintain effective work relationships with members within and
  outside the organization;
• Partnership skills to build strategic
  relationships with a wide range of external stakeholders (WFP donors, host
  population, NGOs and other UN agencies) to advocate for the wider impact
  of WFP’s programmes.
