Job Summary:  The
Futures Group MEL Director will oversee the lead monitoring, evaluation and
learning of a new USAID- funded OVC and youth child protection and systemic
strengthening program in Western and Central Uganda, Securing Positive Outcomes
for Children and Caregivers. The MEL Director will be responsible for managing
multiple project staff, as well as leading high-level monitoring and evaluation
activities, and collaborating with national and subnational stakeholders.
Activities will include: developing and rolling out the project performance
monitoring plan and management information system, building the capacity of
program partners and grantees to collect, manage and report high quality
information, adhering to new PEPFAR reporting guidelines, and supporting
program evaluation. The MEL Director will also be responsible for building the
capacity of Local Government to interpret and use information on social and
health services and client outcomes to better plan and coordinate care. The
technical area of expertise is advanced M&E of child protection,
community-based HIV/AIDS programs, programs that support orphans and vulnerable
children, and/or other social service programs.
Key Duties and Responsibilities:   Working
in collaboration with the program senior management team, the MEL Director
will:
·        
Liaise
with and provide technical leadership directly to key national and subnational
stakeholders in areas related to M&E of OVC / child protection, including
strengthening M&E systems of CSOs and district offices and advocating for
data use for evidence based programming at the district level;
·        
Develop
the project performance monitoring plan building, ensuring adherence to new
PEPFAR M&E guidelines throughout the project, including supporting the
design and pilot-testing of data collection and monitoring tools;
·        
Technically
support the design and implementation of a project baseline and other research
in partnership with Futures HQ, program staff and USAID Uganda;
·        
Actively
participate actively in national technical working group around OVC and
M&E;
·        
Keenly
analyze available country- and program-level data to support evidence-informed
policy and programming; build the capacity of program partners and sub-grantees
to analyze data and develop country level briefs;
·        
Offer
technical support to stakeholders at all levels in the use of community and OVC
• M&E data and information;
·        
Manage
data quality work and related M&E strengthening within the program
including RDQAs and community trace and verify (CTV);
·        
Oversee
a team of three M&E specialists in three project office locations;
·        
Develop/adapt
and apply tools and curricula to build M&E capacity of key program
stakeholders such as district government and local CSOs to collect and report
quality community-level data up to district and national levels.
·        
Write
technical reports and present technical activities both internally and
externally to high-level stakeholders;
·        
Where
required by the prime, represent the program in technical, policy and planning
forums with USAID, the Government of Uganda and other key stakeholders.
Qualifications, Skills and Experience: 
·        
The
ideal candidate for the USAID Project vacancy should hold a Master’s Degree or
higher in monitoring and evaluation, public health, demography, health
management, social science, biostatistics, statistics, or a related field is
required;
·        
A minimum
of eight or more years’ experience supervising monitoring, evaluation and
research efforts, preferably with respect to child welfare and protection
Systems strengthening, capacity building, economic strengthening, and service
delivery;
·        
The
candidate must have strong quantitative or mixed- method and analytical skills
and ability to articulate technical information clearly and effectively to both
technical and nontechnical audiences;
·        
Computer
literacy skills i.e. proficiency in the use of MS Excel, Word, PowerPoint and
Access, and at least one data management software program (SAS, SPSS) and
experience training others in its use is highly desirable;
·        
S/he
must have demonstrated leadership qualities, depth and breadth of technical and
management expertise and experience, and strong interpersonal, writing, and
oral presentation skills;
·        
Ugandan
national preferred.
