Job Summary: The Project
Officer will provide community-based psychosocial support to the Lutheran World
Federation (LWF) project through planning, coordinating, implementing, supervising,
monitoring and evaluating all project activities under the project in line with
the cooperation agreement.

Responsibilities:
Responsibilities:
- Plans, coordinates, implements,
supervises, monitors and evaluates project activities under the project in
line with the cooperation agreement guidelines; - Responsible for the planning,
implementation, coordination and monitoring of the Psychosocial component
of the project. - Works in liaison with Sector Heads
responsible for SGBV, child protection, education and other staff in the
overall planning, management, implementation and monitoring of the SGBV
activities under the project; - Work closely with and consults regularly
with the relevant local authorities, community leaders, civil
society/non-governmental organizations, collaborating/implementing partners,
and other stakeholders where appropriate, in conjunction with the SPM, in
relation to the planning, designing and implementation of all the
community-based project activities; - Actively coordinates the mobilization of
the marginalized individuals and groups using the Rights-Based Approach
(RBA) to enable them to identify, assess and analyze viable project
activities geared towards self-reliance and sustainability; - Works in liaison with the beneficiaries
and local community leaders to ensure efficient execution of project
activities and optimum utilization of project resources provided within
the approved budget, and for planning, implementation, monitoring and
evaluation of project activities; - In consultation with the Sector Heads of
Child Protection, SGBV and Education, issues supply requisitions to
initiate the procurement of required project items/supplies in line with
LWF policies, guidelines and procedures; - Coordinates counseling activities within
the settlement; - Conduct CBPS training to build the
capacity of relevant stakeholders (LWF staff, counselors, community
structures and other humanitarian workers); - Refers and follow up trauma affected
persons to where they can receive maximum assistance, following the
established referral pathway; - Within the bracket of confidentiality,
shares information with other LWF staff and agencies working in Rwamwanja
Refugee Settlement; - Attends relevant coordination meetings and
share the minutes as assigned by the SPM; - Prepares periodic project work plans and
budgets in conjunction with the Sub-Program Manager and Project Accountant
for the project and related activities in liaison with other section
heads, to ensure appropriate utilization of project resources; - Conducts regular visits to sites targeted
by the project to assess and verify existing beneficiary caseloads,
project progress/challenges, utilization of project resources and support
to project beneficiaries, and advises, sensitizes or trains the parties
concerned accordingly; - Develops monitoring and evaluation tools
in conjunction with the Sub-Program to check and report on the progress
and quality of completed and on-going project activities - Organizes and conducts field research
involving data collection for statistical analysis on sector operations,
activities and related issues, facilitates monitoring and assessment of
project impact on beneficiaries and makes recommendation for appropriate
action - In liaison with the Sub-Program Manager
and Grants Manager, reviews and redesigns sector strategies to address
changing needs, and prepares and submits proposals as required for
possible funding; - Prepares and submits reports as required
- Supports in the development of CBPS tools
- Maintain high quality counseling services
over time and ensure an appropriate level of accountability; - Ensures the preparation of monthly,
quarterly and annual reports on counseling activities - Mentor and supervise the Project
Assistant(s), Psychosocial counselors and other field assistants/extension
workers and takes appropriate action to ensure efficient and effective
performance; - Supervises and ensures effective delivery
of counseling services by community structures such as child protection
committees, councilors, caregivers in schools, in Learning Centers, Child
Friendly Spaces, etc.; - Performs any other official duties that
may be assigned by the SPM, or his/her designate.
Qualifications, Skills and
Experience:
Experience:
- The Project Officer should hold a Bachelor’s
degree in counseling and/or psychology, Masters in the same field is an
added advantage; - At least three years’ experience in
counseling; - Working knowledge of gender/child
protection issues and human rights; - Working experience in refugee situations
is an added advantage; - Excellent facilitation/training and
project report writing skills; - Demonstrated ability to work with minimal
supervision; - Motivated, innovative and possesses
outstanding organization and interpersonal skills and integrity; - Willingness to work in a hardship area;
