Job
Summary:
The UNICEF
Chief of Field Operations provides leadership and guidance to Chiefs of the three
Zone Offices (Gulu, Moroto and Western Zone), for the development, planning,
implementation, monitoring, reporting and evaluation of all programmes. The job
holder will coordinate with the Deputy Representative, Technical Sector Chiefs
and Operations Chief to ensure efficient, effective management for results. The
incumbent will also coordinate UNICEF’s emergency preparedness and response in
crisis situations, in full consultation with the Deputy Representative,
Technical Sector Chiefs, Operations Chief and Zone Office Chiefs.
Key
Duties and Responsibilities: 
·        
Ensures
continuous flow of strategic information on the situation of children and women
to the Representative, Deputy Representative and chiefs of Alive, Learning and
Safe (PCR Coordinators) for policy development, planning, advocacy and resource
mobilisation.
·        
Provides
leadership and guidance to the zone office teams, programme officers and senior
programme assistants on all aspects of programme management, planning,
implementation and monitoring and ensures compliance with UNICEF’s technical
and operational procedures and guidelines particularly developed for the CP.
·        
Manages
and participates in rapid assessments, during the acute stage of an emergency
to determine programmatic needs as well as factors affecting the organization’s
capacity to function in the field. Within the onset of an emergency, develops a
simple data collection plan, covering key data gaps as required for the
continued emergency response. Develops and regularly updates emergency
preparedness and response plans for Uganda. Contributes to the analysis of
information and identification of trigger mechanism, for the purpose of early
warning. Serves as a liaison and coordinates with other humanitarian partners
and actors, at national level.

With
the support of the planning, monitoring and MIS unit, actively monitors and
reports on programme implementation to assess progress to ensure achievement of
objectives. Facilitates technical decisions on program administration and
implementation in coordination with UNICEF sections with the aim to promote
convergence and integration of the UNICEF programs in the field.
·        
Oversees
Zone Office Chiefs liaison and collaboration with implementing partners
including district governments and district administrations, UN agencies, NGOs,
CSOs and other stakeholders for assessing the situation, planning, implementing
and monitoring of the programme and emergency response in the field. Works with
technical section to leverage district and national resources for children’s
programmes.

Work
in tandem with the Deputy Representative, ensures provision of support services
to the area, e.g. capacity development, social mobilisation, communication for
social change and monitoring. Works closely with the sectoral specialists to
interface with sectoral policies and guidelines and support evidence based
advocacy for children.

Directly
supervises Chiefs of Zonal Offices and collaborates with sectoral programme
officers to ensure that sectoral programmes in all regions are prepared for and
respond to emergency situations, coherent with UNICEF’s country programme and
its Core Commitments for Children in Emergencies (CCCs) are met.

Works
in liaison with the Deputy Representative oversees preparation of proposals for
emergency assistance and related documentation within UNICEF within a
coordinated assistance approach.
Qualifications,
Skills and Experience: 
·        
The
ideal candidate for the UNICEF Chief of Field of Operations should hold an Advanced
University degree in Social Sciences, Public Administration, Humanitarian
Response, Business Administration, Management or other fields related to the
work of UNICEF. Training in emergency response important.
·        
A
minimum of ten (10) years of responsible professional work experience at the
national and international levels in development, recovery and humanitarian
response, financial and human resources management, monitoring and reporting.

Language
Proficiency:
Fluency
in written and spoken English. Knowledge of another UN working language an
advantage. Knowledge of one or more local working languages of the duty station
an asset.
