In Uganda, our program is anchored on three broad themes deliberately
focused on women’s rights; Resilient Livelihoods, Governance and Accountability
and Humanitarian Preparedness and Response. The Humanitarian theme focuses on
the rights of the vulnerable members of the communities, especially women, the
under-resourced, youth and pastoralists, with the aim of enhancing
preparedness, reducing vulnerability to disaster and ensuring an effective
response to humanitarian crises. Currently, Oxfam is implementing a
humanitarian response to South Sudanese refugees in West Nile with two
partners, but also has a strategic partnership with over 15 other NGOs. Part of
Oxfam’s objectives is to strengthen partners’ humanitarian capacity.
Job Summary:  The Oxfam Humanitarian Capacity Building
Coordinator  will provide technical
support and backstopping to the Humanitarian Programme Manager and other
thematic managers in the development and implementation of residence,
preparedness and response initiatives, steer the organisation in implementation
of the Humanitarian Capacity  Building
support to partners, staff and stakeholders across i disaster prone regions,
enhance the documentation and sharing of 
humanitarian capacity building outcomes and lessons across the
humanitarian and other program themes.
Key Duties and
Responsibilities: 
  • Render support in the planning and design
    of humanitarian programs and conduct assessments to ensure adequate
    attention is given to gender and inequality and other conflict sensitive
    areas
  • Develop appropriate risk reduction
    initiatives and contingency plans for response on the basis of the
    assessments
  • Actively facilitate Partners’ humanitarian
    work to ensure compliance with relevant standards including SPHERE and
    OXFAM’s Code of Conduct and ensure requisite tools such as RBA and the
    Benefits and Do No Harm toolbox are used
  • Conduct partners’ skills assessment and in
    consultation with the HPM, design, implement and evaluate capacity
    development plans/ initiatives, agenda/schedules.
  • Work closely with Government at OPM and
    District (DDMCs) to strengthen the coordination and oversight role in
    disaster preparedness and response
  • Actively participate in field monitoring,
    review and Real Time Evaluation         (RTE)
    processes in coordination with the MEAL Coordinator and other thematic
    teams.
  • Manage humanitarian program documentation
    and knowledge sharing and reporting to ensure high quality and timeliness
  • Participate in fundraising initiatives in
    coordination with the HPM and Country Funding Coordinator such as writing
    donor reports, proposal development, and building capacity of partner
    organisations on fundraising for humanitarian work
  • Significantly contribute ideas and
    evidence to advocacy and lobbying work nationally and be able to link
    partner issues to the national and international context and incorporate
    wider policy/advocacy issues into humanitarian capacity building planning
  • Work closely with the HPM and Security
    Focal Point persons among partners and field offices to conduct regular
    security analyses on the ground to inform revision of strategies and
    development of standard operating procedures.
Qualifications, Skills and
Experience: 
  • The ideal candidate job holder should hold
    an advanced degree in a relevant humanitarian field of work
  • A minimum of four years’ management
    experience in an INGO environment including implementing programs in
    emergency
  • Detailed working knowledge and
    understanding of the international humanitarian assistance and SPHERE
    minimum standards, and humanitarian work from a gender perspective.
  • Past exposure and experience in organising
    capacity building and training/facilitation of learning events
  • The incumbent should have job-specific
    technical skills, dynamism, and show commitment to the cause of overcoming
    poverty and suffering.
