Job Summary: The Senior Programme Coordinator Policy
& Advocacy will be responsible for providing first-rate policy analysis of
WASH and development issues to enhancing the sector influencing capacity of
WAU. The incumbent will extend analysis and relationship-building beyond the
confines of the WASH sector in order to position WASH as a key economic and
human development issue. You will be a good networker and good at marketing WAU
successes. The incumbent will also contribute to research into WASH Issues and
towards the development of communication and advocacy strategies which will
result in sustainable improvements in the provision of safe water, sanitation
and hygiene to the poor in Uganda. Working in collaboration with partners and
other relevant stakeholders, the job holder will be responsible for processing
WASH information with a focus of influencing and optimising the impact of such
on WASH activities and overcome the barriers preventing the poor from accessing
safe water, sanitation and hygiene services.

- Identifying
key issues on which WAU should focus its policy efforts in order to inform
research, advocacy and campaigning strategies. - Responsible
for developing agreed indicators with which progress towards objectives in
policy change can be monitored. - Identifies,
prioritizes and manages a specific policy agenda as part of WaterAid’s
influencing work in Uganda. This needs to take into consideration
priorities identified by the WAU Country Strategy Paper, WaterAid global
priorities, Uganda’s national context and progress in the Water and
Sanitation sectors against Uganda’s Vision 2040 targets. - Offer
strategic analysis and background for the development of WAU’s annual
policy agenda in liaison with the Head of Policy, Research and Campaigns. - Develops
and implements strategy for advancing policy goals with key
decision-makers such as Parliament and relevant sector ministries of
Health, education, water and environment; - Develops
briefing papers, Policy analysis, Sector reports analysis to support
WaterAid and partners have facts for engagements on Advocacy for increased
prioritisation of WASH in Uganda. - Communicates
evidence produced by the Programme Coordinator Research to the sector and
other relevant stakeholders; gauge sector processes and gather
intelligence so as to ensure the ‘research into use’ is timely and
targeted. - Steers
on WaterAid’s Global Advocacy Priorities (GAP) on increasing financing for
sanitation and on WASH and Health, and ensuring their integration in the
country programme planning delivery. This will involve mainstreaming and
integrating issues of Policy and Advocacy in all WAU programme activities.
- Work
closely with the Head of Policy, Research and Campaigns facilitate the
process of building the capacity of WAU and its partners to plan and
undertake effective policy and campaigning programmes. - Keeps
informed about key political and socio economic developments and WASH
events and opportunities in Uganda and region, to assess policy
development work being carried out by other sector players and act
strategically. This will involve identifying different important actors
and set out strategies for informing and influencing them. - Briefs
WAU’s national network of partners and allies on policy matters through
written and electronic media; providing background information for WAU’s
communications and other Units; - Takes
an active part in
national water sector
dialogue mechanisms, including annual sector reviews, using WaterAid
research to inform discussions. - Technically
supports networks, builds allies and partnerships to leverage WAU’s
visibility in the sector and beyond to include working with
parliamentarians, CSOs and other partners to magnify the plight of the
poor and underserved to have access to WASH services. - Builds
capacity of staff and partners in understanding and mainstreaming advocacy
and human rights based approaches across programmes and ensure that these
are implemented, monitored and reported on leading to realisation of the
Human Rights to Water and Sanitation. - Actively
participates in and contribute to WAU’s efforts to strengthen in-country
sector networks by establishing and maintaining relationships with other
WASH sector working groups and research institutions for the purpose of
gaining and contributing to information and advice on key issues. - Develop
working relationships with officials at key ministries: Ministry of Water,
the Ministry of Health, the Ministry of Education, Prime Minister’s
Office, Ministry of Local
Governments, Ministry of Karamoja as well as District Local Government
heads. - Develops
and strengthen links with policy and advocacy networks nationally and, in
collaboration with the Head of Policy, Research and Advocacy, and the
regional team to spearhead WAU’s policy influencing agenda. This will
involve attending meetings and conferences in-country and internationally
to represent WAU as and when requested. - Performs
any other responsibilities, tasks or activities as reasonably required as
the above is given as a broad range of duties and is not intended to be a
complete description of all tasks. It is important to note that the
responsibilities may change to meet the evolving needs of WaterAid.
Qualifications, Skills and
Experience:
Experience:
- The
applicant should hold a Degree in Social Sciences, Development Studies,
International Relations, Human Rights and Gender Studies, Social Sector
Policy and Planning or an advanced degree in Sociology, Economics, Social
Statistics or Water Engineering with a strong development bias. - A
minimum of six years demonstrated working policy analysis and advocacy
experience at national level in the field of development including WASH,
budget processes and human rights with any reputed national/
international/ donor agency. - Proven
ability to analyse public policy proposals, including the drafting of
policy briefs and using data in shaping policy messages; - Past
experience in coalition-building and working in a team environment; - Ability
to communicate complex information clearly in writing and in oral
presentations to a range of audiences; - Prior
experience and comfort engaging in policy dialogue with high level
government officials, policy makers and donors. - Past
exposure and experience and knowledge on WASH sector/ issues is desirable
with proven ability to analyse (qualitative and quantitative) data - Extensive
experience of Policy or Communication campaigns - Specialized
training in research design, data analysis and report writing (preferred) - Excellent
communication, facilitation, presentation, influencing and interpersonal
skills. - Possess
the ability to build and maintain effective partnerships with WaterAid
partners, government, donors, CSOs and with a wide range of other
stakeholders - Strong
organizational and interpersonal skills; - Show
commitment to WaterAid’s values and working style.
