The USAID Advocacy for Better
Health is a five-year, USAID funded project implemented by PATH in
collaboration with Initiatives whose goal is to improve the quality,
availability and accessibility of health services in Uganda by fostering
citizen demand and enhancing the capacity of CSOs to advocate for improved
responsiveness and accountability by decision-makers and service providers. The
project is implemented in 35 districts in Uganda.

Job Summary: The
Communications and Empowerment Officer will offer technical support in the
development and implementation of the USAID project’s communications and
community empowerment/citizen engagement strategies at both national and
sub-national levels.

Key Duties and
Responsibilities:
Responsibilities:
- Steer
the development and implementation of the project’s community empowerment
strategy. - Significantly
contribute to the development of project work plans and generating of
useful monitoring and evaluation data. - Compile
and send relevant activity/periodic reports with a specific focus on
communications and community empowerment. - Manage
the development, testing and rolling out of the project’s community empowerment
and advocacy messages. - Oversee
the development and implementation of the project’s media engagement
strategy. - Act
as point of contact and provide regular technical support to regional
teams on communications and community empowerment related activities. - Mentor
and coach other project staff and CSO partners on community
engagement/mobilization strategies/approaches and facilitation of the
development of community action plans. - Work
closely with other project staff and CSO partners conduct community assessments
of health and social service challenges, needs, and priorities of
community groups. - Lead
the development of communication materials and community engagement tools,
curriculums, and trainings for CSO partners and community groups. - Collaborate
with other project staff to develop strategies and approaches to engage
and link mobilized community members, leaders, and groups with broader CSO
advocacy initiatives. - In
collaboration with other project staff, liaise with national and district
officials, partner CSOs/umbrella organizations, implementing partners, and
community groups to identify and strengthen platforms for meaningful
engagement of community members and CSO representatives in decision-making
and policy processes. - In
consultation with the project leadership, facilitate improved networking,
internal and external knowledge management, and collaboration among
like-minded advocacy-oriented CSOs and umbrella organizations. - Guide
and provide technical assistance to other project staff and CSO partners
on the development and implementation of effective community mobilization
and engagement strategies and approaches. - Work
with other USAID implementation partners to assess existing communications
materials and messages and determine what may be adapted/added to
continuously enrich the project’s communications strategy without
duplicating efforts.
Qualifications, Skills and
Experience:
Experience:
- The
ideal candidate for the USAID Advocacy for Better Health Communications
and Empowerment Officer should hold a Master’s or other advanced degree in
mass communication, public health, social sciences, international
development, or related field - At
least seven years of professional experience coordinating and managing a
wide variety of behavior change, community and health projects in Uganda. - Past
experience developing social and behavior change communication strategies. - Prior
experience developing citizen empowerment and advocacy communication
messages. - Demonstrated
experience in developing and implementing behavior change programming at
the community level. - Demonstrated
ability to create and maintain effective working relationships with
government personnel, NGO partners, international organizations, and
community groups. - Past
experience in capacity strengthening and advisory work. - Detailed
knowledge of the political, social, economic, and cultural context of
Uganda. - Proven
ability to communicate (orally and in writing) complex issues in a
concise, compelling, and easily understandable manner. - Expert
computer skills in Microsoft Office Suite applications, including Word,
Excel, PowerPoint, and Outlook. - Ability
to travel up to 25% of the time.
