Job Summary: The Program
Management Specialist Care and Treatment will oversee the project
implementation partners and selected public sectors in the development and
implementation of strategies for assuring target workers access to effective
HIV/AIDs care and treatment strategies.

Key Duties and Responsibilities:
- Work in liaison with other project staff,
partners and stakeholders to map available care, treatment for
opportunistic infections and anti-retroviral therapy services accessible
to target public sector workers - The incumbent will be tasked with the
development and implementation of strategies for training and increasing
the number of volunteers in target places with care and treatment literacy
skills. - Identify and initiate working relationship
with providers to assure access of comprehensive HIV/AIDS care, treatment
and other wrap round services not directly provided by the project,
including family planning, malaria prevention, tuberculosis treatment,
nutrition, orphans and vulnerable children care, water and sanitation,
psychosocial support, basic health care etc - Work closely with other project
specialists and stake holders to address the main barriers to access to
adequate care and treatment among target public workers - Actively participate in various program
planning including reviews of HIWA strategic direction, ministry reviews,
field staff training and evaluation as appropriate - Take part in and represent HIWA Project in
stakeholder meetings at District and National Level - The incumbent will also perform any other duties
as assigned by the supervisor.
Qualifications, Skills and Experience:
- The ideal candidate should preferably hold
a Bachelor’s degree in human medicine and postgraduate degree in public
health, health management or other relevant health or social science
discipline. - Significant experience of a minimum of
five years developing and implementing care and treatment programs for
HIV/AIDS activities or providing HIV/AIDS technical assistance for
institutional capacity building to a government ministry or department - Detailed knowledge and understanding of
Government of Uganda (GoU) and USG HIV/AIDS prevention strategies
approaches, and priorities as well as national health policies for
addressing common illnesses. - Proven ability to lead a team of technical
and project staff and diverse partners and coordinating their efforts to
achieve target goals. - A mature and committed Christian, able to
stand above denominational diversities
