formed as the Unites States announced its commitment to the Goals for
Sustainable Development. One goal was to “reduce by half, the proportion of
people without access to safe and affordable drinking water and sanitation” by
the year 2015. To help reach this goal, in 2003 the leading US-based
non-governmental organizations working in water and sanitation formed the
Millennium Water Alliance (MWA) as 501(c)(3) organization to offer sustainable
solutions through advocacy, shared knowledge, and collaborative programming.
Since then, MWA has created consortium field programs in which member NGOs
bring their strengths and share ideas on effective approaches, for maximum
efficiency and long-term effectiveness. Our major collaborative field programs
to date operate in Ethiopia, Kenya, and in five countries in Central America.
to win an anticipated 5-Year Sanitation program in Uganda to be awarded by
USAID in FY2015. The Project will be implemented by a consortium of NGOs and other
development partners in managing and implementing a sustainable water and
sanitation program in 8 districts that may expand to 25 districts in Uganda.
Sanitation/Behavior Change Communication (CLTS/BCC) advisor will have overall
responsibility for technical oversight and implementation of behavior change
and communication activities, ensuring overall program activities and related
results. The incumbent will also manage and oversee the implementation of the
CLTS/BCC initiatives in the Uganda Sanitation Program initial 8 districts that
may expand to 25 districts in Uganda. He/she will guide the consortium of NGOs,
project technical staff, other stakeholders, advertising and media related
organizations and the community to ensure effective development, planning,
delivery and documentation of the water and sanitation social and behavior
change strategy. The Advisor will provide support the COP on CLTS and BCC
initiatives within a broader high-impact program to institutionalize catalytic
models of sustainable service delivery and sustainable management of WASH
services in Uganda.
Technically
support the development of long and short term integrated CLTS/BCC plan.
Conceptualize
and design sound CLTS/BBC strategies, tools, anticipate trends and articulate
future CLTS/BCC needs for specific target audience as well as rural and urban
settings
Actively
support the development of strategic plans and budgets.
Build
the capacity of the local governments, professional and private sanitation
service entities, CBOs, NGOs , Communities and other key WASH stakeholders on
CLTs and BCC
Work
in close collaboration with the district and local level government and private
sector entities , steer and trigger sanitation demand creation
Work
with MoH, sanitation working group and project coordination mechanisms (PCM) to
improve the improved sanitation and hygiene strategy development and develop
innovative strategies and approaches of integrating hygiene and nutrition.
In
charge of development of innovative strategies and tools for improving School
Wash behavior and management
Learn
from successful implementation models under the USF to scale up improved
sanitation coverage
Articulate
the sanitation demand needs in relation to sanitation supply chains and develop
strategies of stimulating and scaling
sanitation demand using CLTs approaches
Design
appropriate indicators for building the capacity of MoH and other government
line ministries
The
incumbent will oversee the documentation and steer effective and efficient
sanitation promotion campaigns
Actively
monitor progress toward plans to assure accomplishment of goals.
Manage
the development of project success stories for dissemination to relevant
stakeholders.
Ensure
compliance with standards, branding and other CLTS/BCC requirements.
Support
in collecting, collating, analyzing project information on CLTS/BCC for briefs.
Manages
all project related communication on CLTS/BCC
Offer
quality and timely submittal to COP of requested project deliverables.
Technically
support the COP in maintenance of effective working relationships, strategies
and work plans with USAID, key GoU
partners, local and international NGOs, implementing partners, and other
development sector stakeholders on issues of CLTS/BCC.
Deliberately
bring out, document and develop strategies that enhance gender equity, greater
youth engagement and address climate change in water supply, sanitation and
nutrition solutions.
Use
problem-solving and consensus-building skills and ability to promote
coordination among diverse interests and institutions working in the project.
Perform
any other duties as assigned by the Chief of Party.
Experience:
The
USAID MWA Project Community Lead Total Sanitation/Behavior Change Communication
(CLTS/BCC) should hold a Master’s degree in public health, engineering,
business or similar field
At
least ten years’ general public health expertize including engaging Government
counterparts in planning, motoring and coordination
Demonstrated
ability of scaling up public health activities
Detailed
knowledge and understanding of behavior change strategies, including but not
limited to research, strategy development, implementation and deep understanding
of CLTS/WASH methodologies
Familiarity
with BCC strategies as well as deep understanding of CLTS and WASH
methodologies.
Demonstrated
exceptional technical and managerial experience, including managing complex
rural and urban WASH behavior change activities involving multiple program
partners
