About RSCE:
The Regional
Service Centre Steering Committee is the decision-making body for RSCE, in
compliance with General Assembly resolutions, United Nations Secretariat rules
and regulations, strategic guidance from United Nations Headquarters and
oversight bodies. The Steering Committee consults with the Global Field Support
Strategy Implementation Coordination Team, as required.

The Regional
Service Centre, as approved by the Member States, is owned, managed and staffed
by the regional missions it serves. This framework reinforces the existing
missions’ chain of command structures and lines of authority in a manner that
does not create an additional layer between Headquarters and the regional
missions. It also ensures that staffing for RSCE will be achieved through the
redeployment of resources from the regional missions it serves.

Key Duties and Responsibilities: Within

The incumbent conceptualizes and develops ICT
strategy in concert with the strategic objectives of the RSCE;

Manages the GITT (Geospatial, Information and
Telecommunications Technologies (GITT)) regional activities with regards to the
integrated regional ICT management approach for the missions and in the provision
of services from RSCE;

The incumbent plans, organizes, implements, manages
and oversees the activities of all ICT support operations for the mission and

Offers technical and policy support to senior
management and regional coordinators on ICT systems and services in a changing
business environment; establishes priorities and strategic requirements in

Qualifications, Skills and
Experience:

The ideal candidate for the aforementioned United
Nations RSCE Chief, Regional Communication and Information Technology Systems should
hold an advanced university degree (Master’s degree or equivalent) in
Telecommunications, Information Systems and Technology or related areas. A
first-level university degree in combination with an additional two (2) years
qualifying experience may be accepted in lieu of the advanced university
degree.
The ideal candidate for the aforementioned United
Nations RSCE Chief, Regional Communication and Information Technology Systems should
hold an advanced university degree (Master’s degree or equivalent) in
Telecommunications, Information Systems and Technology or related areas. A
first-level university degree in combination with an additional two (2) years

responsible experience in ICT, including the strategic planning and design of
highly-complex ICT networks and systems is required, and at least 5 years of
experience in UN Field Missions at a managerial level is desirable.
